The Clinical Operations Manager is responsible for the overall operational, staffing, and performance management of assigned clinic locations. This leadership role oversees day-to-day clinical operations, staff performance, patient flow, and strategic initiatives to ensure operational excellence and achievement of organizational goals.

 

The Clinical Operations Manager serves as the primary operational leader for clinic teams and is accountable for maintaining staffing levels, driving key performance indicators (KPIs), improving patient outcomes, and ensuring exceptional service delivery. This role also oversees and strengthens community outreach and jail-based healthcare initiatives to support organizational growth and public health objectives.

 

The Clinical Operations Manager works collaboratively with executive leadership, providers, and regional management to optimize clinic performance, maintain compliance, and foster a culture of accountability and excellence.

CORE JOB FUNCTIONS                                                                                                     

  1. Operational Leadership
  • Oversee daily operations of one or more clinic locations to ensure efficient, compliant, and patient-centered care delivery.
  • Manage clinic workflows, staffing schedules, patient throughput, and operational processes.
  • Ensure clinics consistently meet operational goals, productivity benchmarks, KPIs, and quality metrics.
  • Monitor clinic performance data and implement corrective action plans when targets are not achieved.
  • Develop and maintain operational standards that promote efficiency, patient satisfaction, and clinical excellence.
  • Collaborate with executive leadership on strategic growth initiatives and operational improvements.

 

  1. Staffing & Team Management
  • Lead all staffing functions including recruitment, interviewing, onboarding, scheduling, retention, and performance management.
  • Supervise clinic staff including medical assistants, case managers, outreach staff, drivers, and administrative personnel.
  • Conduct performance evaluations, coaching sessions, and disciplinary actions as needed.
  • Foster a culture of accountability, professionalism, teamwork, and continuous improvement.
  • Ensure adequate staffing coverage across all clinic operations and outreach initiatives.

 

  1. KPI & Performance Oversight
  • Track and analyze clinic metrics including patient volume, productivity, revenue performance, compliance measures, outreach outcomes, and patient satisfaction.
  • Hold teams accountable for achieving established operational and clinical benchmarks.
  • Prepare operational reports and communicate clinic performance updates to leadership.
  • Identify workflow inefficiencies and implement process improvement initiatives.

 

  1. Community & Jail Program Management
  • Maintain and strengthen relationships with community organizations, correctional facilities, and public health partners.
  • Oversee jail healthcare coordination and ensure successful execution of correctional health initiatives.
  • Lead community outreach and screening initiatives designed to improve healthcare access and identify at-risk populations.
  • Ensure outreach activities align with organizational goals and regulatory standards.
  • Support expansion of community partnerships and strategic initiatives.

 

  1. Compliance & Quality Assurance
  • Ensure clinic compliance with company policies, healthcare regulations, HIPAA, OSHA, and applicable state and federal guidelines.
  • Oversee quality assurance activities including chart audits, documentation review, and operational compliance monitoring.
  • Ensure proper handling of medications, specimens, supplies, and inventory.
  • Maintain readiness for inspections, audits, and regulatory reviews.

Qualifications

CORE QUALIFICATIONS                                                                                                    

Education:

Bachelor’s Degree in Healthcare Administration, Business Administration, Public Health, Nursing, or related field required.

Master’s Degree preferred.


Certification and Licensing:

Certified Medical Manager (CMM), Healthcare Management Certification, or equivalent preferred.

Clinical licensure or certification (MA, LPN, RN, etc.) preferred but not required.


Experience:

Minimum of 3–5 years of healthcare operations or clinic management experience.

Prior leadership experience managing multidisciplinary healthcare teams required.

Experience overseeing multiple clinic sites, community health initiatives, or correctional healthcare programs preferred.

Strong experience managing operational KPIs, staffing, and performance improvement initiatives.

Skills Required

  • Bachelor's Degree in Healthcare Administration, Business Administration, Public Health, Nursing, or related field
  • Minimum of 3-5 years of healthcare operations or clinic management experience
  • Prior leadership experience managing multidisciplinary healthcare teams
  • Strong experience managing operational KPIs, staffing, and performance improvement initiatives
  • Master's Degree
