SMX is seeking an OCONUS Logistics Acquisition Specialist that will support the ARIES Task Order at Camp Lemonnier, Djibouti, serving as a Subject Matter Expert (SME) responsible for managing Government Property (GP), including Government Furnished Property (GFP) and Contractor Acquired Property (CAP).
This role ensures compliance with SMX policies and procedures, contractual terms, and regulatory requirements set by the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
The candidate will play a key role in internal self-assessments and external audits conducted by General Services Administration (GSA) Assisted Acquisition Services (AAS) Property Management System Analysis (PMSA). They will also contribute to corrective action resolutions and process improvements to enhance compliance.
This position follows a rotational deployment schedule of 90 days on and 90 days off, stationed in Africa.
Essential Duties & Responsibilities
- Coordinate monthly, quarterly, and annual inventory programs with subcontractors.
- Assist in procurement and asset management activities, coordinating with subcontractors and government personnel to facilitate inventory control, property tracking, and disposition processes in alignment with FAR and DFARS regulations.
- Provide logistical support and expertise as needed, including stepping into meetings or calls in the absence of the Deputy Site Lead to ensure continuity in operations, while maintaining a focus on acquisition and compliance responsibilities.
- Manage all turn-in processes with the Defense Logistics Agency Disposition Service (DLA-DS).
- Oversee the receipt of Government Property (GP) from the SMX warehouse, subcontractors, and the United States Transportation Command (USTRANSCOM) Defense Courier Station (DCS).
- Acts as the primary liaison with on-site government points of contact.
- Maintain regular communication with the Program Management Office (PMO) Logistic Management Lead, Program Managers and fellow SMX employees to ensure a comprehensive understanding of asset management procedures, process improvements, challenges, and issue resolution.
Required Skills/Experience
- 10 years of aviation logistics management experience or 15 years of operational experience with a lesser aviation logistics focus.
- Expertise in government property management and FAR compliance, including interpretation and implementation of FAR and DFARS contract property requirements.
- Proven experience in Property Management, Logistics, Operations, Supply Chain, Quality Assurance, Materiel Management, and Maintenance Activities.
- Strong leadership, decision-making, verbal/written communication, presentation, and interpersonal skills.
- Proactive, organized, and highly skilled professional.
- Experience with DIOGENES or other web-based Contractor Property Management Systems (CPMS).
- Proficiency in Microsoft Office applications (PowerPoint, Excel, etc.).
- Experience working with subcontractors in a DoD environment.
- Ability to work a flexible schedule (including nights and weekends) while deployed.
- Physical ability to stand for long periods and lift up to 50 pounds.
- Must possess a valid stateside driver's license and a valid U.S. passport.
- High School diploma required; AA or BA/BS preferred.
Desired Skills/Experience
- Previous deployment experience Outside the Contiguous United States (OCONUS) as either military personnel or a contractor.
- Familiarity with DoD contract vehicles and requirements, including GSA and the Procurement Integrated Enterprise Environment (PIEE).
- Experience working at a Major Command (MAJCOM), Higher Headquarters (HHQ), or Combatant Command (COCOM).
- Ability to operate cross-functionally to support other SMX operations and functions.
- Prior military service with the United States Air Force (USAF) is highly desired.
- Experience as a Military Logistician, Senior Non-Commissioned Officer (SNCO), or Officer within Special Operations or deployed warfighting units with asset accountability responsibilities (repair, distribution, shipping/receiving, and cryptologic equipment inventory) is highly preferred.
