Learning Program Director – Enterprise Compliance Learning Governance

Location: This role requires associates to be in-office 3 days per week, fostering collaboration and connectivity, while providing flexibility to support productivity and work-life balance. This approach combines structured office engagement with the autonomy of virtual work, promoting a dynamic and adaptable workplace. Alternate locations may be considered if candidates reside within a commuting distance from an office.

The Learning Program Director – Enterprise Compliance Learning Governance is responsible for designing, implementing, and governing enterprise-wide compliance training programs and experiences that enable the organization to meet legal, regulatory, ethical, and corporate policy obligations while supporting a culture of compliance and mitigating organizational risk.

Provides strategic leadership and program management for all operational aspects of enterprise compliance training, including governance, project management, resource and vendor management, communications, measurement, reporting, and continuous improvement. Partners with Ethics & Compliance, Legal, Regulatory Affairs, Enterprise Risk, Privacy, Information Security, Human Resources, Internal Audit, Corporate Communications, and business leaders to translate regulatory and policy requirements into effective, auditable learning solutions that align with organizational and talent strategies. Provides governance and oversight for enterprise-wide compliance training while partnering with business areas that retain ownership of operational, technical, clinical, and functional training programs.

 

How you will make an impact:

  • Develop and execute the enterprise strategy for compliance-related required learning.
  • Establish governance processes for enterprise compliance learning, including intake, prioritization, approval, assignment criteria, documentation standards, record retention, and reporting.
  • Partner with Ethics & Compliance, Legal, Regulatory Affairs, Enterprise Risk, Privacy, Information Security, Internal Audit, and other enterprise stakeholders to translate regulatory and policy requirements into learning strategies and implementation plans.
  • Lead the end-to-end lifecycle of enterprise compliance learning initiatives, including needs assessment, planning, implementation, communications, evaluation, and continuous improvement.
  • Lead and implement measurement strategies to monitor completion, program effectiveness, compliance, organizational risk, and learner outcomes.
  • Develop executive dashboards and reporting to provide visibility into enterprise compliance learning performance and audit readiness.
  • Ensure enterprise compliance learning programs remain audit-ready and support internal audits, external audits, accreditation reviews, and regulatory examinations.
  • Evaluate and recommend governance processes, technologies, and operational improvements that improve efficiency, reduce learner burden, and strengthen compliance.
  • Develop communication strategies supporting enterprise compliance learning campaigns.
  • Manage relationships with internal sponsors, stakeholders, business leaders, and external vendors.
  • Consult with enterprise leaders regarding compliance learning strategy, governance, and implementation.
  • Stay current on healthcare regulations, compliance requirements, learning technologies, and learning and development best practices.

Minimum Qualifications:

  • Requires BA/BS and a minimum of 8 years of domain experience ; or any combination of education and experience, which would provide an equivalent background.

Preferred Skills, Capabilities and Experiences:

  • Experience designing and implementing end-to-end learning strategies in a large, growing, and complex business strongly preferred.
  • Experience in “academy” organizations and/or Fortune 100 companies known for strong HR and/or learning development practices preferred.
  • Experience leading enterprise compliance learning, regulatory education, governance, and audit-readiness initiatives in a highly regulated industry strongly preferred.
  • Experience partnering with Compliance, Legal, Regulatory Affairs, Internal Audit, Human Resources, and executive leadership strongly preferred.
  • Healthcare regulatory and compliance knowledge, including CMS, Medicare, Medicaid, HIPAA Privacy & Security, Fraud, Waste & Abuse, Code of Conduct, ethics, regulatory interpretation, risk assessment, and regulatory change management preferred.
  • Experience supporting enterprise governance, policy management, documentation, record retention, process improvement, stakeholder management, and executive influence preferred.
  • Learning strategy and instructional design experience, including adult learning theory, learning technologies, learning analytics, needs assessment, curriculum strategy, performance consulting, program management, project management, and change management preferred.

For candidates working in person or virtually in the below locations, the salary* range for this specific position is $128,640 to $222,256.
