Summary: The Learning & Development Manager provides strategic leadership for the organization’s learning function by developing system-wide learning strategy, advising leadership, and evaluating organizational learning effectiveness to support workforce capability and organizational priorities.

This position will be assigned to the Learning and Development division of the Metropolitan Library System, which is located at the Ronald J. Norick Downtown Library at 300 Park Avenue in Oklahoma City, OK.  

The hiring salary for this position is $70,678.40 annually.  This is a full-time position working 40 hours per week.  This position is exempt from the federal Fair Labor Standards Act.  Selected candidate must be available to work Monday through Friday from 7:30 to 4:30 pm.*

Qualifications

MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:

  • Bachelor's degree from an accredited college or university in organizational development, education, business administration, or a related field; and
  • Five (5) years of experience in learning and development, organizational development, workforce development, or related field, leadership of learning or workforce development programs with responsibility for outcomes and evaluation; and
  • Two (2) years of experience supervising or managing staff, including performance evaluation, goal setting, coaching, and professional development

PREFERRED QUALIFICATIONS AND COMPETENCIES:

  • Experience leading system-wide learning strategy, workforce development, or leadership development in a public sector, library, nonprofit, or educational environment
  • Experience advising leadership on organizational effectiveness, change initiatives, or workforce capability development
  • Experience developing or overseeing learning evaluation frameworks and performance measures
  • Certification in talent development, organizational development, HR, or related field

Skills Required

  • Bachelor's degree in organizational development, education, business administration, or related field
  • Five years of experience in learning and development, organizational development, workforce development, or related field with responsibility for outcomes and evaluation
  • Two years of experience supervising or managing staff, including performance evaluation, goal setting, coaching, and professional development
  • Ability to work full-time (40 hours per week)
  • Availability to work Monday through Friday from 7:30 to 4:30 pm (hours subject to change based on departmental needs)
  • Experience leading system-wide learning strategy, workforce development, or leadership development in public sector, library, nonprofit, or educational environment
  • Experience advising leadership on organizational effectiveness, change initiatives, or workforce capability development
  • Experience developing or overseeing learning evaluation frameworks and performance measures
