Job Title: Lead Technical HSE Engineer
KBR is growing its Project Management Consultancy (PMC) team for an exciting, high profile offshore development in Abu Dhabi. The ADNOC PMC project role would be based initially in Client or Contractors Office in Abu Dhabi.
Job Purpose
The Lead HSE Technical Engineer is responsible for providing technical HSE leadership and ensuring the effective implementation of health, safety, environmental, and process safety requirements for ADNOC Offshore projects and operations. The role supports Concept, FEED, Detailed Engineering, EPC, Commissioning, and Operational phases by managing HSE studies, risk assessments, safety engineering activities, and compliance with ADNOC standards and international regulations.
The position serves as the focal point for HSE engineering and technical assurance activities, ensuring that all offshore facilities are designed, constructed, operated, and maintained in a safe and environmentally responsible manner.
Key Responsibilities
HSE Engineering & Technical Leadership
- Lead HSE engineering activities during project development and execution.
- Develop and review project HSE philosophies, strategies, and technical safety requirements.
- Ensure compliance with ADNOC HSE standards, UAE regulations, and international best practices.
- Provide technical guidance to engineering disciplines on safety and environmental requirements.
- Establish HSE engineering deliverables and ensure timely completion.
Safety Studies & Risk Management
- Lead and facilitate:
- HAZID (Hazard Identification)
- HAZOP (Hazard and Operability Studies)
- SIL (Safety Integrity Level) Assessments
- LOPA (Layer of Protection Analysis)
- Bow-Tie Analysis
- Quantitative Risk Assessments (QRA)
- Environmental Impact Assessments (EIA)
- SIMOPS Reviews
- Emergency Response Studies
- Ensure risks are properly identified, assessed, and mitigated.
- Monitor implementation of safety recommendations and closure of action items.
Process Safety Engineering
- Develop and review:
- Fire & Gas Detection Philosophy
- Fire Protection Philosophy
- Emergency Shutdown (ESD) Philosophy
- Hazardous Area Classification Studies
- Escape, Evacuation & Rescue (EER) Studies
- Safety Critical Elements (SCE) Registers
- Support process safety management and asset integrity initiatives.
- Ensure compliance with ADNOC process safety requirements.
Environmental Management
- Ensure compliance with environmental legislation and ADNOC environmental standards.
- Review air emissions, discharges, waste management, and environmental monitoring requirements.
- Participate in environmental risk assessments and sustainability initiatives.
- Support environmental permitting and regulatory compliance activities.
Project & Operational Support
- Support Concept, FEED, EPC, Brownfield Modification, and Offshore Operations projects.
- Review engineering documents to verify HSE compliance.
- Participate in design reviews, constructability studies, and operational readiness assessments.
- Support commissioning, start-up, and operational safety assurance activities.
- Conduct technical investigations and root cause analyses for incidents and near misses.
Audits & Compliance
- Participate in HSE audits, technical reviews, and assurance assessments.
- Monitor contractor compliance with ADNOC HSE requirements.
- Support regulatory inspections and client audits.
- Ensure effective implementation of HSE Management Systems.
Leadership & Stakeholder Management
- Mentor junior HSE engineers and specialists.
- Coordinate with Operations, Engineering, Projects, Contractors, and Regulatory Authorities.
- Prepare technical reports, presentations, and management summaries.
- Promote a strong safety culture across projects and operations.
Minimum Qualifications
- Bachelor’s Degree in Chemical Engineering, Mechanical Engineering, Environmental Engineering, Process Engineering, or related discipline.
- Master's Degree in Safety Engineering, Risk Management, or HSE-related discipline is an advantage.
- Professional HSE certifications are highly desirable.

Experience Requirements
- Minimum 15 years of HSE engineering experience within the oil & gas industry.
- At least 5 years in a Lead HSE / Technical Safety Engineering role.
- Extensive offshore oil & gas project experience.
- Proven experience in FEED, EPC, offshore commissioning, and operations support.
- Experience with ADNOC Offshore projects or major international operators is highly preferred.
- Strong exposure to offshore facilities, production platforms, gas processing facilities, and brownfield modifications.
