PURPOSE STATEMENT

The Lead Engineer is responsible for planning, organizing and supervising assigned activities of the Engineering & Maintenance Department and services functions which are necessary in maintaining the physical structures, HVAC, mechanical, electrical systems, utilities and grounds of the hospital/clinics in an operative and safe working condition. This position is also responsible for planning and maintaining an effective organization by administering labor and material controls, safety training of maintenance personnel in operations, and maintenance of all buildings, structures, and equipment.

ESSENTIAL FUNCTIONS  

  • Administer and supervise the predictive and preventive maintenance programs to ensure the uninterrupted operation of the entire hospital and clinics, monitoring its application to ensure maximum effectiveness and provides appropriate documentation.
  • Develop and participate in the orientation of new employees and the continuing education of department employees in the repair and maintenance of all equipment.
  • Instruct personnel regarding hazards and safety to ensure safe procedures and safe use of equipment.
  • Ensure staff work is compliant with all safety codes, building codes and operating processes.
  • Monitor departmental personnel matters and make recommendations, such as selection, training, promotion, discipline, and termination. Supervises the scheduling of department personnel.
  • Manage personnel issues to the Director for final disposition.
  • Participate in the development and applications of standards of quality and productivity for the Engineering Department.
  • Supervise and direct Engineering Department personnel in the use of policies, procedures and standards of work performance for maintenance and repair of equipment, buildings, and building systems.
  • Report daily to the Director regarding the physical and structural conditions of hospital and clinic facilities and the status of work in progress.
  • Responsible for maintaining repair and replacement records to keep within the projected budget.
  • Provide input to the Director of Facilities of projected costs and budget requirements.
  • Schedule and supervise maintenance repair work, alterations, remodeling, and minor construction and check out installation and servicing of mechanical and electrical equipment and building systems.
  • Work closely with other departments, negotiates priorities, plans work schedules, and makes job assignments, place orders for materials, supplies and parts.
  • Recommend use of outside specialty contractors as necessary.
  • Maintain regular and predictable attendance.
  • Perform other essential duties as assigned.

Requirements

EDUCATION/EXPERIENCE/SKILL REQUIREMENTS 

  • High school diploma or equivalent preferred.
  • 5 years’ healthcare maintenance experience preferred or military education in facilities maintenance or 5 years’ experience in similar maintenance field.
  • Skill and knowledge on repair and operational maintenance of HVAC Systems, Mechanical Systems, and Utilities related to the hospital and clinics.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to develop, implement and evaluate efficient and cost-effective methods for construction, repair and/or maintenance projects as applicable.
  • Ability to manage complex projects and resources (people, costs, time).
  • Ability to review, analyze and evaluate designs and installations and prepare comprehensive reports.
  • Knowledge of cost estimating and project management.
  • Knowledge of engineering principles, practices, and mathematics.
  • Knowledge of materials methods and principles used in the maintenance of hospital, clinic, and office building installations and systems.
  • Knowledge of principles and practices of organization, administration, fiscal, and personnel management.
  • Must be self-motivated and have the ability to work within the established policies, procedures and practices prescribed by the hospital/clinic.

PHYSICAL/MENTAL REQUIREMENTS 

  • Must be able to sit and stand, intermittent 8 to 10 hours a day.
  • Must be able to use standard office equipment, including the telephone and computer keyboard.
  • Continuously works under pressure of near 100% accuracy while meeting inflexible deadlines.
  • Continuously utilizes manual/bi-manual dexterity, near vision, speech, and hearing.
  • Frequently stands, walks, sits and utilizes eye/hand coordination and color definition.
  • Occasionally reaches above shoulder, regularly required to lift and/or carry up to 40 lbs.
  • Occasionally walks on uneven surfaces.

Skills Required

  • High school diploma or equivalent
  • Five years of healthcare maintenance experience, military facilities-maintenance education, or five years of similar maintenance experience
  • Knowledge of HVAC systems, mechanical systems, and utilities related to hospitals and clinics
  • Effective oral and written communication skills
  • Ability to develop, implement, and evaluate cost-effective construction, repair, and maintenance methods
  • Ability to manage complex projects and resources, including people, costs, and time
  • Ability to review and evaluate designs and installations and prepare comprehensive reports
