Job Summary

Accountable to lead a team of Contract Specialists for the procurement/acquisition of materials, equipment and services through effective contracting practices and compliance to PETRONAS Procurement Standard (PPS) and Governing Standards; and ensuring that they are obtained at competitive prices, delivered within the required time frame, meeting specifications and quality under the best terms and conditions to provide the best value to the Company.

Support the Business by driving the pre-award strategies to meet business needs and local state content agenda and providing advice and guidance on post award contract management & supplier performance, ensuring compliance, maximizing supply chain value, identifying and executing continuous improvement opportunities to optimize resources and cost whilst mitigating risk for the company.

This role will require the incumbent to be sufficiently flexible to work outside of the normal boundaries of their current experience and to integrate quickly into a new organization. Must be receptive to new ways of doing things, energetic, approachable and open minded. The ability to work with stakeholders from various disciplines and drive commerciality will be essential to be successful in this role.

Position Overview

Primary Functions/Responsibilities:

  • Drive the team of Contract Specialist to execute their assigned portfolio in accordance with prescribed process and procedures as outlined by the Host Authority, Government legislation and law, Shareholders and KPOC internal requirement; as well as to strategize, execute and negotiate tenders; and award to suitably qualified and technically competent suppliers, addressing specific HSE, commercial, schedule and execution risks such that KPOC’s interest is protected and cost incurred are cost recovered.

  • Provide guidance and work with Contract Holders in developing sourcing strategies, commercial models, appropriate terms that will protect the interest of KPOC in contracts. Proactively identify commercial opportunities or procurement needs of the business in relevant areas of high spend e.g. Operations & Development

  • Provide constructive challenge to the status quo and ways of working and to clearly define, optimize or refine proposed contracting strategies, detailed scope of work, technical and commercial evaluation criteria to Contract Specialist and Users, in line with market capacity and capability, local state agenda, supply chain risks and opportunities. Support, develop and implement Lean improvements to the contracting process.

  • Execute key strategic tenders and manage high profile strategic contracts that require regular monitoring and reporting to stakeholders and minimize non-conformance that will jeopardize KPOC’s operation. 

  • Maintain close relations with stakeholders in the Business and regularly engage key representatives to comprehend future demand. Prepare and conduct (together with Contract Holder) Business Performance Reviews and Contract Performance Reviews. Have a strong commercial influence in the thinking and behavior of contract users.

  • Provide guidance and training to Contract Specialists and Contract Holders on new requirements imposed by Host Authority, Shareholders and Government Regulations; and enhance their commercial and business acumen with sound post award contract management principles. The training should also be given to users if such requirements affect and has impact to them in executing daily activities.

  • Develop comprehensive post award contract management plan ensuring all Release Orders are fulfilled timely and in accordance with specification; and manage all variation requests, disputes and non-conformance effectively and in accordance with governance and procedures. 

HSE Roles:

  • Comply with HSE policies, Life Saving Rules, procedures, goals, and programs within the MBU HSE Management System.

  • Actively engage in and contribute to HSE communication and consultation processes.

  • Actively participate in HSE initiatives and programs that include but not limited to, Safety Observations and HSE Trainings.

  • Support company sustainability development (SD) initiatives and other environmental policies and practices.

Requirements:

  • Degree in any Discipline, preferably Law, Business, or Quantity Surveyor. 

  • Minimum 10 years of working experience in Supply Chain management (Sourcing and Contracting) within the Oil and Gas industry

  • Conversant in Oil & Gas upstream procurement policies, procedures and guidelines.

  • Familiar with various types of contract models, risk reward mechanisms and contract remedies; familiar with the oil and gas market dynamics and contractor drivers, must understand the estimating risk

  • Good communication, public relations and negotiation skill.

  • Possess good management and problem-solving skills and planning capabilities.

  • Passionate about developing others with good coaching skills in both C&P subject and behavioral.
