Role Overview

As a Lead Business Analyst, you will play a key role in supporting delivery execution by ensuring complex business needs are translated into clear, actionable, and testable requirements. This role is primarily delivery-facing, embedded with technical teams, while supporting structured client interaction at key points such as intake, review, and acceptance.

This position requires a hands-on, senior analyst who is comfortable operating across requirements definition, technical analysis, governance processes, and modern delivery tools. You will work closely with program leadership and technical leads, as well as architects, developers, and UX designers, to ensure requirements are clear, traceable, and implementation-ready.

Key Responsibilities

  • Work closely with technical and non-technical stakeholders to understand complex business processes and system requirements in a digital modernization context.

  • Lead requirements elicitation and analysis, translating business needs into clear user stories, acceptance criteria, and supporting artifacts.

  • Analyze and document system behavior including APIs, data flows, integrations, edge cases, and dependencies to ensure requirements are complete and testable.

  • Actively manage and maintain backlogs in Jira, ensuring appropriate prioritization, refinement, and readiness.

  • Develop and maintain functional, delivery, and governance documentation in Confluence, including requirements, process flows, and decision records.

  • Support and participate in established governance, intake, review, and acceptance processes.

  • Partner with program leadership and technical leads to design new features and functionality based on business and customer needs.

  • Collaborate with architects and developers on solution designs, integrations, and system interfaces.

  • Produce and interpret complex documentation including process flows, data mappings, interface definitions, and reporting requirements.

  • Collaborate closely with developers and actively work within Figma to review, annotate, validate, and iterate on wireframes, user flows, and prototypes to ensure alignment with business and functional intent.

  • Facilitate working sessions, workshops, and cross-team collaboration using tools such as Mural.

  • Support system demonstrations, incremental reviews, and acceptance checkpoints as well as creating documentation deliverables.

  • Contribute to a mature Agile delivery environment by applying best practices and supporting continuous improvement.

  • Support growth-related activities as needed, including RFIs, RFPs, and solutioning efforts.

What You Must Have:

  • 8+ years of experience as a Business Analyst supporting application development and/or system modernization initiatives.

  • 8+ years of experience facilitating requirements elicitation sessions and working with diverse stakeholder groups.

  • 5+ years of experience documenting requirements and specifications for web-based or enterprise systems.

  • 5+ years of recent experience working in a mature Agile delivery environment (e.g., Scrum, Kanban).

  • Demonstrated, hands-on experience actively using the following tools as part of day-to-day delivery:

    • Jira for backlog and delivery management

    • Confluence for documentation and collaboration

    • Figma for design review, iteration, and validation

    • Mural for facilitated working sessions and workshops

  • Working knowledge of modern software development lifecycles, including requirements traceability, integration testing, and release validation in Agile environments.

  • Strong analytical, organizational, and problem-solving skills.

  • Excellent written and verbal communication skills.

  • Must be a U.S. Citizen or Permanent Lawful Resident (Green Card Holder) per federal contract requirements.

  • Must reside in and perform work within the United States.

  • Ability to obtain and maintain Public Trust.

Preferred Qualifications:

  • Experience supporting legacy system modernization, including APIs and data integrations.

  • Experience supporting governance, intake, and acceptance processes on large or complex delivery programs.

  • Strong technical writing skills, including functional, integration, process documentation, and contract deliverables.

  • Experience scoping and decomposing work into actionable, deliverable units suitable for Agile execution.

  • Excellent oral and written communication skills, particularly in client interaction contexts and in facilitating working sessions or large cross-functional meetings.

  • Ability to work effectively across multiple teams and workstreams with strong time management, organizational, and reporting skills.

  • Ability to multi-task and adapt in a fast-paced delivery environment.

  • Demonstrated ability to work independently while also contributing effectively as part of one or more delivery teams.

  • Bachelor’s degree preferred, or equivalent years of professional experience.

  • Agile or Scrum certification preferred.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$98,614.00 - $167,644.00
