Summary: The land use planner needs to ensure that the deployment of network infrastructure is efficient, legally compliant, and aligned with the company's strategic goals while minimizing negative impacts on communities and the environment. The land planner will play a critical role in managing and optimizing the use of land and property for network infrastructure and operations.
ESSENTIAL DUTIES & RESPONSIBILITIES include the following. Other duties may be assigned:
1. Site Selection and Acquisition

  • Identify and Evaluate Sites: Determine suitable locations for telecommunications infrastructure like cell towers, data centers, and relay stations, based on coverage needs, zoning laws, and environmental considerations.
  • Negotiate and Acquire Land: Work with landowners, real estate agents, and legal teams to acquire or lease properties.

2. Regulatory Compliance

  • Understand Local Regulations: Ensure that proposed sites and developments comply with local zoning laws, land use policies, and building codes.
  • Obtain Permits and Approvals: Navigate the permitting process, which may involve coordination with local government agencies and addressing community concerns.

3. Site Design and Planning

  • Design Infrastructure Layout: Plan the layout and design of telecommunications infrastructure to optimize efficiency and minimize environmental and visual impacts.
  • Coordinate with Engineers: Work closely with civil engineers, architects, and other professionals to ensure designs meet technical requirements.

4. Environmental and Community Impact

  • Conduct Impact Assessments: Assess the environmental and community impacts of proposed sites and infrastructure, including potential effects on local wildlife and neighborhoods.
  • Mitigate Negative Impacts: Develop strategies to mitigate any adverse effects and address community concerns through public consultations and outreach.

5. Strategic Planning

  • Develop Long-Term Strategies: Plan for future growth and expansion of network infrastructure, considering trends in technology and changing regulatory environments.
  • Optimize Land Use: Ensure that land is used efficiently and that infrastructure investments align with broader company goals and market demands.

6. Coordination and Communication

  • Liaise with Stakeholders: Communicate with internal teams, such as network engineers and project managers, as well as external stakeholders, including local governments and community groups.
  • Manage Relationships: Build and maintain relationships with landowners, government officials, and other key stakeholders to facilitate smooth project execution.

EDUCATION, EXPERIENCE, and/or QUALIFICATIONS
Bachelor’s Degree:

  • Field of Study: A degree in fields such as Urban and Regional Planning, Geography, Environmental Science, Civil Engineering, or a related discipline is strongly preferred.
  • Relevant Coursework: Courses in land use planning, zoning laws, environmental impact assessment, project management, and telecommunications technology can be particularly useful.

Master’s Degree (optional but beneficial):

  • Advanced Degrees: A Master’s in Urban and Regional Planning, Environmental Planning, or a similar field can provide more specialized knowledge.
  • Focus Areas: Specializing in telecommunications infrastructure, sustainable development, or regulatory compliance can be advantageous.

Professional Certifications:

  • American Institute of Certified Planners (AICP): Certification from the American Planning Association (APA) can be beneficial.
