The Junior Programme Design and Compliance Officer supports the design, development, quality assurance, and regulatory compliance of the institution’s academic programmes. Working as part of the academic governance team, the incumbent contributes to programme development, quality assurance, and compliance activities, and supports the institution’s engagement with regulatory bodies.

The incumbent works within established academic governance structures and under the guidance of senior academic staff, and is expected to take full responsibility for the accuracy, quality, and timeliness of all work undertaken within the role. The final approval of programmes, curricula, and quality outcomes, the submission of formal regulatory applications, and institutional representation before regulators rest at a senior level, with the incumbent supporting these processes and acting on delegated matters under appropriate supervision.

In respect of Short Learning Programmes, the incumbent takes a more direct and hands-on role, working closely with senior academic staff in their development, documentation, and quality assurance.



Key Responsibilities

Programme Design and Curriculum Support (20%)

Support senior academic staff and faculties in the design and documentation of new qualifications, module structures, credit allocations, and curriculum flow.

Assist in aligning programme documentation with the HEQSF, the NQF, and institutional templates and standards.

Help ensure that curriculum documentation reflects applied learning, digital pedagogies, and regulatory alignment.

Prepare and organise the documentation required for new programme development and curriculum updates.

Assist in maintaining consistency and accuracy across all programme design documentation.


Quality Assurance and Moderation Support (20%)

Support the implementation of quality assurance processes across academic offerings, working alongside senior quality assurance staff.

Coordinate moderation processes, ensuring that scripts, papers, and memoranda are properly reviewed and tracked.

Liaise with internal and external moderators to support the timely completion of moderation tasks.

Track moderation reports and assist in communicating feedback to faculties.

Support quality checks on assessment papers and memoranda before release to students.

Maintain accurate and current quality assurance records.


Regulatory Engagement, Audit and Accreditation Readiness (20%)

Support engagement with regulatory bodies, including the CHE, DHET, and SAQA, under the guidance of senior staff.

Assist in preparing, collating, and validating academic programme evidence for institutional audits, accreditation reviews, and regulatory site visits.

Support site visit preparation and help ensure that programme records and documentation are audit ready at all times.

Contribute to the academic components of the institutional Self-Evaluation Report.

Help maintain the institutional programme compliance tracker with accuracy and currency.


Short Learning Programmes Development and Support (15%)

Take a direct and hands-on role, in close collaboration with senior academic staff, in the development, documentation, and quality assurance of Short Learning Programmes.

Support the design, costing, and regulatory alignment of Short Learning Programmes.

Maintain accurate records of Short Learning Programme approvals, registrations, and reviews.

Help ensure that Short Learning Programmes remain compliant, relevant, and defensible.


Programme Reviews and Continuous Improvement Support (10%)

Assist in coordinating cyclical programme reviews across faculties.

Collate student performance data, external examiner feedback, and programme information for review purposes.

Support the preparation of academic review reports and inputs into the Self-Evaluation Report.


Compliance Documentation and Record Keeping (10%)

Ensure that academic documentation, including fact sheets, programme outlines, faculty handbooks, and programme records, adheres to institutional templates and regulatory standards.

Support faculties in maintaining accurate and compliant programme documentation.

Maintain proper records to support audit, compliance, and regulatory requirements.


Academic Governance and Administrative Support (5%)

Provide general administrative support within the academic governance, quality, and compliance functions.

Support senior academic governance roles in strengthening quality assurance systems and audit readiness.

Participate in relevant meetings and assist with the documentation and follow-up of action items.

Requirements
Qualifications and Experience

Educational Requirements

A relevant undergraduate qualification (NQF Level 7) in Law, Education, Public Administration, Governance, Political Studies, International Relations, or a related field.

A legal background is well suited to the compliance and regulatory dimensions of the role; an educational or academic background is equally relevant.

A postgraduate qualification in a related field will be advantageous.



Experience

Prior exposure to higher education, academic administration, legal or compliance work, or quality assurance will be advantageous but is not essential.

Relevant training and mentorship will be provided to support the incumbent in fulfilling the responsibilities of the role.



Skills and Competencies

Strong written communication and accurate record keeping.

Sound attention to detail and a methodical, organised working style.

Ability to interpret and apply guidance, policies, and institutional templates.

Ability to work collaboratively across faculties and governance units.

Proficiency in Microsoft Office, particularly Word, Excel, and Outlook.

A legal or analytical mindset suited to compliance, accuracy, and defensibility.



Knowledge

Understanding of structured programme and curriculum development, including qualifications, modules, and academic documentation.

Familiarity with higher education quality assurance and regulatory frameworks, including the CHE, DHET, and SAQA, will be advantageous but is not essential.
