SUMMARY OF DUTIES

Reporting to the Manager of Infrastructure Planning, the Senior Project Manager will provide leadership to subordinate staff in a multidisciplinary team environment that shall be responsible for tasks related to the planning and strategic delivery of capital projects required to facilitate the City’s growth and redevelopment.

Prepares and evaluates requirements of master planning studies (transportation, drainage, etc.), servicing studies, municipal class environmental assessments and municipal infrastructure planning/design projects as they relate to the future growth of the City.

Accountable for ensuring that infrastructure is planned in accordance with City and Provincial guidelines and policies in consultation with the public, internal departments, and external agencies. 

RESPONSIBILITIES

You will assume the day-to-day responsibilities for delivery of capital infrastructure planning studies and servicing strategies related to growth following approved planning processes (e.g. Municipal Project Management Process) of the Infrastructure Planning Section.

You participate in teams comprised of divisional staff and other City departments and outside agencies in order to address development, redevelopment and environmental issues (natural heritage and archaeology) utilizing your multi-disciplinary expertise to co-ordinate Infrastructure Planning activities.

You manage infrastructure planning projects in collaboration with other staff and consultants, including the preparation of terms of reference, consultant retention, project initiation, progress meetings, quality/budgets/time control and report preparation.

You identify capital and operational budget/resource needs for infrastructure studies/projects and identify benchmarks for project management performance.

Assist in the co-ordination of and strategic delivery of infrastructure planning and capital construction projects.

GENERAL DUTIES (INCLUDING, BUT NOT LIMITED TO)

Participates on various corporate committees as required; e.g. Corporate Environmental Assessment Working Group, Public Engagement Community of Practice.

Keeps abreast of emerging trends and makes appropriate recommendations.

Recommends public consultation techniques and data requirements for Infrastructure Planning projects.

Contributes to the establishment and maintenance of policies and procedures related to capital growth related infrastructure planning associated with Environmental Assessment Act.

Liaises with external agencies such as Ministry of Natural Resources, Ministry of the Environment Conservation and Parks, neighbouring municipalities, Conservation Authorities, Indigenous Nations and stakeholder groups on environmental issues such as natural heritage systems and archaeological requirements.

Receives and responds to inquiries of a technical nature from public, staff, other departments, municipal and government agencies.

Writes reports, composes correspondence, and delivers presentations to senior staff, council and the public.

Directs, supervises, and trains subordinate staff.

Develops policies and procedures related to Master Planning practices.

Provides support to the Growth Management Capital Budget process.

Performs other duties as assigned which are directly related to the responsibilities of the position.

Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to occupational Health and Safety.

QUALIFICATIONS

1. University degree or college diploma in Civil Engineering, or equivalent, and registered as a Professional Engineer in the Province of Ontario or Certified Engineering Technologist with OECETT, and demonstrated, progressive relevant work experience related to the duties described.
2. Extensive knowledge of municipal infrastructure planning and design principles, approvals protocols, public engagement and delivery strategies as they relate to municipal infrastructure (road, sewer and watermain) design. Knowledge of construction principles, including costing, would be considered and asset.
3. Strong project management and organization skills with a demonstrated record of strong leadership and guidance, technical competence, customer focus, team advocacy, staff delegation and empowerment.
4. Demonstrated ability to work in a multidisciplinary team setting using well developed communication, public engagement, project management, analytical, and problem-solving skills.
5. Knowledge in the areas of Transportation Planning, Storm Water Management, including Municipal Class Environmental Assessment and familiarity with other Municipal, Provincial, Federal Acts, policies, and guidelines related to Municipal Infrastructure Projects would be an asset.
6. Experience in procurement of professional consulting services would be an asset.
7. Effective leadership, facilitation, communication, presentation, interpersonal and organizational skills.
8. Ability to effectively manage a multi-disciplinary staff in a results-oriented environment and a predominantly unionized environment.
9. Experience in designing public engagement strategies and delivery of customer focused programs and services, as well as document and record control.
10. Ability to deal effectively with elected officials, representatives of other levels of government, management, peers, staff, Indigenous Nations and the general public.
11. Knowledge and understanding of statutes, regulations and by-laws affecting the department/section.
12. Knowledge of collective bargaining process would be an asset.
13. Working knowledge of computer software applications.
14. Knowledge and understanding of the requirements of health and safety responsibilities and duties for supervisors as outlined in the Occupational Health and Safety Act, Section 26 and 27.
15. Must possess a Class “G” Driver’s License with provisions of a vehicle for use on the job.

SALARY: Grade 7

HOURS: 35 per week
