PURPOSE OF CLASSIFICATION:  

Designs, plans, and implements the installation and configuration of the court information technology network, communications infrastructure, and computer systems within the Information Technology Services Division.  Responsible for performing all duties associated with providing the day-to-day support and maintenance for the infrastructure at all court locations.

ESSENTIAL FUNCTIONS:  

  • Develops procedures required to maintain and support on-going computing needs and ensures documentation is accurately maintained.
  • Creates and maintains capacity plans and disaster recovery plans for the infrastructure.
  • Assists in establishing and justifying operating and investment budgets.
  • Provides cost and time estimates for new requirements and ensures smooth transition of new systems into production.
  • Provides domain management services including setting up new users and resources, monitoring user account status to ensure compliance with court security procedures, disabling accounts, and performing Office 365 administration.
  • Provides engineer level support services for Microsoft cloud platform.
  • Ensures associated system components and jobs are properly scheduled and operational.
  • Ensures backups and storage management procedures are implemented and adhered to in meeting business and disaster recovery needs.
  • Ensures escalation procedures are implemented, maintained, and utilized.
  • Implements new system administrative policies, procedures, guidelines, and standards.
  • Ensures service level metrics are defined and enforced.
  • Completes root cause analysis on all production outages and implements approved remediations.
  • Participates in change management procedures.
  • Participates in application performance tuning activities for new and existing implementations.
  • Participates in definition, implementation, and support of remote access infrastructure and procedures.
  • Forecasts server growth and provides proactive capacity management, with appropriate use of escalation to management.
  • Performs active deployment of server virus cleaning applications to maintain a virus-free environment.
  • Coordinates and manages the engineering and delivery of virtual server implementation, support, migration, and upgrade services to the business computing and storage management environment that includes installation, configuration, troubleshooting, maintenance of server / data storage environment and documentation.
  • Coordinates and manages the engineering and delivery of communications implementation, support, migration, and upgrade services.
  • Designs communications routing structure and IP address management.
  • Performs configuration and operational management, software release, and patch testing, implementation, monitoring, and issue resolution.
  • Coordinates, sets-up, and performs ongoing maintenance of communications data retention requirements.
  • Designs procedures regarding implementation and security measures for software and hardware usage within the server/data storage environment.
  • Provides input to divisional short and long-range planning processes, specifically in the area of network and computer system operations, capacity planning, security and database systems.
  • Ensures proper coordination and communication with customers and internal staff to identify and resolve customer problems and concerns associated with supported software applications.
  • Prepares technical specifications and Requests for Proposal for network components, computer server hardware, database systems, and associated support services.

ADDITIONAL RESPONSIBILITIES/DUTIES

  • Participates in court administrative and operational studies and projects.
  • Participates in emergency after hours support on an as-needed basis.
  • Serves as liaison with internal and external agencies on technical committees, which requires infrequent travel to the Administrative Office of the Courts in Phoenix.
  • Performs other related duties and projects as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

Must have:

  • Knowledge of existing and emerging technology for network and computer system operations, security, testing, implementation and support.
  • Knowledge of traffic engineering and management, wireless networking protocols.
  • Knowledge of network and wireless security assessment/intrusion detection and risk mitigation strategies and solutions, directory services and policy management.
  • Knowledge of standard concepts, practices, and procedures within database administration.
  • Knowledge of management and administrative responsibilities such as goal setting, performance management, project management, planning and delivering technical support services.
  • Knowledge of strategic planning principles.
  • Skills implementing and engineering a virtual server environment.
  • Skills designing and implementing automation tasks using scripting languages.
  • Skills with the operation of computer servers, operating systems, project management software, computer backup and recovery operations, network configuration and operation.
  • Skills in the operation of desktop computers, routers, hubs, switches, gateways, packet analyzers, and firewalls.
  • Ability to communicate effectively with a wide variety of superior court employees including judges, judicial staff, court leadership and administration, vendors, and the general public.

MINIMUM REQUIREMENTS:

A Bachelor's degree with a major in computer science, management information systems, or a related field, and five (5) years of experience in network operations, computer systems operation and configuration; OR, any equivalent combination of experience and/or education approved by Human Resources.

LICENSES AND CERTIFICATES: 

Must have a valid Arizona driver’s license at the time of appointment.

PHYSICAL DEMANDS/WORKING CONDITIONS: 

Typically performs duties in an office environment and may lift materials and/or equipment 20 lbs. or less.  Occasional after hours and weekend hours are required to support system implementations and upgrades.
