Project Overview

The MMIS transition project is a large IT project for the State of South Carolina to replace the current MMIS systems with a different technology per CMS guidelines, and related applications with a modern, service-oriented architecture-based system. This project is complex and will demand exceptionally high-quality team members with good language skills and a focus on delivery of high-quality work products. 

 

The Technical Writer will collaborate with Project Directors/Project Managers, Technical Directors/Developers, Business Analysts, and SMEs in a development environment to create clear business and technical project documentation. Deliverables may be used by project teams, executive management, agency staff, vendors, CMS, and other stakeholders. The ideal candidate is highly organized, able to work independently in a fast-paced environment, manage multiple deadlines, and quickly learn new products and technologies.

 

Duties/Responsibilities:

•       Work with Business Analysts, SMEs, and technical teams to understand project goals and create required project deliverables and supporting documentation.

•       Provide recommendations on documentation and deliverables resulting from analysis and design discussions.

•       Collaborate with technical staff to translate complex technical information into clear, easy-to-understand documentation.

•       Organize and develop supporting project documents as needed.

•       Select and incorporate photographs, drawings, diagrams, charts, and other visual aids to improve understanding.

•       Review and revise documentation as project requirements and issues change.

•       Organize and maintain project documentation in SharePoint and other document repositories.



Requirements

Education and Certifications:

•       Bachelor’s degree in a related field. An equivalent combination of experience and education may be considered with prior experience.

•  

Required Skills:

•       5+ years of related IT experience, including developing structured written materials and visual aids.

•       3+ years of technical writing experience.

•       Strong ability to write, edit, and visually present technical information for both technical and business audiences.

•       3+ years of experience with Microsoft SharePoint.

•       Advanced proficiency with Microsoft Word, Excel, PowerPoint, and Visio.

•       Experience working with templates, formatting standards, and style guidelines to maintain branding consistency.

 

Preferred Skills:

•       Experience in writing Advanced Planning Documents and/or Request For Proposals 

•       Understanding of LEAN / Agile development style 

•       Experience with BizAgi 

•       Experience in a government environment  

 

Additional Skills:

•       Ability to communicate effectively, verbally and in writing, to interact effectively with internal and external vendors, project team members, management and agency departments, to build relationships and use facilitation skills with both technical and non-technical personnel 

•       Experience in organizing information in a way that is appropriate for technical explanations without losing sight of the needs and aptitude of the audience 

•       Ability to collaborate and coordinate with multiple teams and vendors 

•       Ability to work independently and as a member of a team 

•       Ability to multitask and prioritize tasks effectively in order to meet deadlines 

•       Keen attention to detail while maintaining the ability to see the big picture 

•       Ability to absorb and retain complex processes 

•       Strong language skills 

•       Demonstrable understanding of the rules of English grammar and usage 

•       Ability to accept changes and constructive criticism in a fast turnaround environment
