EXECUTIVE SUMMARY:
The Senior IT SME serves as a principal technical authority, providing high-level consultation, strategic roadmap design, and architecture oversight across mission-critical enterprise systems. Bridging high-level strategy with technical execution, this role drives the design and modern transformation of IT Applications, Cloud Environments (AWS/Azure/GCP), Hybrid IT Infrastructure, and Cybersecurity Architectures. Acting as a trusted senior advisor to executive leadership and project teams, the ideal candidate brings deep technical depth and executive consulting acumen to resolve complex technical challenges, lead organizational modernizations, and author high-visibility strategic blueprints.
KEY RESPONSIBILITIES & ESSENTIAL FUNCTIONS:
- Enterprise Architecture & Multi-Domain Solution Design
- Application Architecture: Design scalable, resilient, and secure enterprise software application architectures, microservices, and API integrations across full Software Development Life Cycles (SDLC).
- Cloud Architecture: Lead cloud migration and modernization strategies (IaaS, PaaS, SaaS) utilizing AWS, Microsoft Azure, or Google Cloud Platform (GCP), ensuring multi-cloud/hybrid governance and cost optimization.
- Cybersecurity & Compliance: Embed Zero Trust Architecture (ZTA), identity and access management (IAM), and continuous monitoring frameworks into all solution designs
- Strategic Executive Consulting & Policy Advisory
- Executive Advisory: Serve as a senior advisor to CxOs, senior management, and government lead officials on high-visibility IT transformation initiatives.
- Strategic Artifact Creation: Author complex, research-backed technical documents, including enterprise white papers, architectural decision records (ADRs), executive briefings, and multi-year technology roadmaps.
- Organizational Alignment: Conduct technical and organizational assessments to align legacy systems, processes, and technology investments with overarching agency goals.
- High-Level Problem Solving & Performance Metrics
- Complex Challenge Resolution: Formulate innovative, strategic solutions to address complex technical, architectural, and business operational bottlenecks.
- Program Evaluation & Continuous Improvement: Advise on enterprise IT performance metrics, system availability KPIs, continuous integration/continuous deployment (CI/CD) pipelines, and continuous improvement strategies.
- Workforce Enablement & Knowledge Transfer
- Mentorship & Training: Deliver technical education, architecture workshops, and workforce development strategies to upskill engineering teams and project managers.
- Cross-Functional Leadership: Guide cross-functional project teams, systems architects, and engineering leads to ensure uniform architectural standards and governance across all contract deliverables.

QUALIFICATIONS & REQUIREMENTS:
Required Qualifications (Must-Have)
- Education: Bachelor’s Degree Computer Science, Information Technology, Computer Engineering or a related technical field.
- Experience: Minimum of 10 years of specialized IT management and technology leadership experience, with proven expertise in strategic planning, enterprise architecture design, and executive-level technical consulting.
CORE TECHNICAL COMPETENCIES:
- Cloud Platforms: Hands-on architecture experience in AWS, Azure, or GCP (e.g., AWS Certified Solutions Architect Professional, Azure Solutions Architect Expert).
- Application & Integration: Expertise in microservices architecture, RESTful APIs, containerization (Docker, Kubernetes), and modern DevOps tools.
- Cybersecurity Standards: Familiarity with NIST Cybersecurity Framework.
- Communication Skills: Exceptional oral and written communication skills to deliver C-suite presentations, defend architectural choices, and draft complex technical white papers
PREFFERED/ HIGH VALUE QUALIFICATIONS:
- Hands-on experience with legacy-to-cloud application refactoring and data center consolidation.
Skills Required
