IT Project Manager (Government / Enterprise Sectors)

Role Overview:

The IT Project Manager will be responsible for leading end-to-end delivery of IT software development and/or infrastructure system integration projects for Government and Enterprise clients. The role ensures successful execution within defined scope, budget, timeline, and quality standards while managing complex multi-stakeholder environments.

Candidates with System Integrator (SI) or Software House backgrounds and experience in enterprise-scale B2B or public sector projects are strongly preferred.

Responsibilities:

Project Leadership & Delivery:

• Lead end-to-end IT project delivery (software development, system integration, and/or infrastructure projects)
• Manage full project lifecycle from RFP/TOR analysis, planning, execution, to final delivery and handover
• Ensure deliverables meet agreed scope, quality, budget, and timeline
• Manage multiple concurrent workstreams in complex environments

Planning & Execution Control

• Define project scope, objectives, timeline, budget, and resource allocation with stakeholders
• Develop detailed project plans, milestones, dependencies, and delivery roadmap
• Monitor project progress and ensure on-time delivery
• Manage risks, issues, and escalation processes

Stakeholder & Communication Management

• Act as key liaison between clients, internal teams, vendors, and partners
• Facilitate meetings including kickoff, requirement workshops, progress updates, issue reviews, and executive reporting
• Ensure clear, structured, and consistent communication across all stakeholders

Documentation & Governance

• Maintain complete project documentation including plans, reports, risks, issues, and change requests
• Ensure documentation is audit-ready and aligned with governance standards

Government Sector Requirements:

• Experience in RFP / TOR analysis, bidding process, and government procurement lifecycle
• Ability to work within formal approval processes and regulatory frameworks
• Experience handling government stakeholders, committees, and structured decision-making bodies
• Strong understanding of compliance, audit requirements, and documentation standards
• Experience producing formal documentation for tender submission and project governance
• Familiarity with long-cycle, approval-driven project environments

Enterprise Sector Requirements:

• Experience delivering large-scale enterprise IT projects (B2B environments)
• Strong background in System Integrator (SI), Software House, or enterprise IT vendors
• Experience in software development, infrastructure, or system integration projects
• Ability to manage multi-system integration and cross-functional technical dependencies
• Experience working with enterprise clients on solution design and implementation
• Ability to operate in fast-paced, commercial-driven delivery environments

Qualifications:

• Bachelor’s Degree in Computer Science, Computer Engineering, IT, or related fields
• 3+ years of experience in IT Project Management (medium to large complexity projects)

Required Skills:

• Strong knowledge of IT project management methodologies (Waterfall / Agile / Hybrid)
• Excellent stakeholder management and communication skills
• Strong analytical, problem-solving, and negotiation skills
• Ability to manage multiple priorities under pressure
• Strong documentation and reporting capability
• Proficiency in Thai and English (spoken and written)

Preferred Experience:

• End-to-end project ownership from RFP/TOR stage to delivery
• Experience in both Government and Enterprise IT environments
• Background in System Integrator (SI) or enterprise IT service provider
• Exposure to infrastructure, software development, or integration projects
