Position Purpose
This role is the planning engine of the MDS Brazil IT Portfolio, operating across three critical dimensions: portfolio financial governance, new project intake and business case validation, and resource capacity planning.
It directly impacts business operations by ensuring investment viability is validated with business areas, corporate finance, and global teams before projects enter the portfolio, preventing misallocated capital; maintaining financial control and resource capacity oversight during execution, enabling early detection of deviations; and providing performance intelligence that enables leadership to make informed decisions on prioritization, continuation, or reallocation of portfolio investments.
Key Responsibilities
1. Project Intake & Business Case Validation
Conduct end-to-end intake processes with business areas, validate investment assumptions with corporate finance and global teams, and ensure every project enters the portfolio with a validated financial and resource baseline.
2. Budget Forecasting & Annual Commitment Management
Own the rolling forecast cycle and Annual Commitment process for the IT Portfolio. Build and maintain forecast models that reflect current execution reality rather than original planning assumptions, providing the IT Officer with a continuously accurate financial picture.
3. Capacity Planning & Resource Projection
Establish and maintain a systematic mapping of installed capacity across the IT portfolio. Build forward-looking projections of resource needs against the portfolio pipeline, identifying gaps before they become delivery constraints.
4. CAPEX/OPEX Control & Variance Analysis
Monitor financial execution across all portfolio initiatives at the rigor and frequency governance requires. Track CAPEX and OPEX consumption against approved baselines, perform variance analysis on deviations linked to project execution, and escalate with root cause and recommended corrective actions.
5. Vendor & Third-Party Lifecycle Management
Manage PO reconciliation, contractor cost tracking, and contract compliance across the portfolio's vendor ecosystem. Transition these activities from reactive handling to a managed discipline with clear cadence, documentation, and escalation paths.
6. Portfolio Performance Dashboards
Build and maintain consolidated dashboards that correlate financial consumption, resource utilization, and delivery progress into a single governance view. These dashboards serve governance forums and senior leadership, transforming scattered operational data into decision-ready performance intelligence.
7. Audit & Compliance Documentation
Maintain approval traceability, investment classification records, and financial documentation to audit-ready standards. Ensure the portfolio's governance trail meets compliance requirements without last-minute scrambles during audit cycles.
Required Qualifications
  • Bachelor's degree in Business Administration, Engineering, IT Management, Finance, or related field.
  • 3+ years of experience in portfolio management, resource management, financial governance, or PMO roles within IT or Business Services environments.
  • Working knowledge of budget forecasting, CAPEX/OPEX control, capacity planning, and portfolio performance reporting.
  • Proficiency in data analysis and visualization tools (Excel advanced, Power BI or equivalent).
  • English proficiency (intermediate or above), given the global program context and cross-functional coordination with corporate finance and global teams.
  • Strong analytical mindset with the ability to connect financial and resource data to portfolio-level decisions.

Preferred Qualifications
  • Familiarity with PMO frameworks, tollgate methodologies, change control, and governance processes.
  • Experience with vendor management, PO reconciliation, and contract compliance in IT environments.
  • Experience working in a matrixed, multinational organization.
