The Panum Group is looking for an energetic IT Investment / Capital Planning and Investment Controls (CPIC) Specialist to join our team supporting critical IT programs at the USDA Food and Nutrition Service (FNS). Successful candidate will have demonstrated expertise with IT investment operations and oversight, government budget cycle management, Acquisition Approval Request (AAR) development and submission, OMB A-11 reporting, FITARA submission, and System Development Lifecycle (SDLC) methodologies. Must also have the ability to work as part of a team and independently to provide program and executive level support, as necessary, including data calls, budget reviews, and other briefings. This position is in Alexandria, VA (Metro accessible) and remote during COVID-19. Seeking a candidate with a minimum of 5-8 years of experience supporting government IT Investment / CPIC process

Roles and Responsibilities

  • Provide support for the operations and maintenance of FNS’s IT Investment management and Capital Planning process for 16 investments as part of a three-person team
  • Ability to acquire expert knowledge and understanding of specific USDA/FNS CPIC guidance and requirements
  • Provide support for the annual IT Acquisition Approval Request (AAR) process to include developing and reviewing AARs
  • Support updating the OMB IT Portfolio Summary and IT Investment Business Case for all each investment
  • Assist with IT Investment Business Case support for major IT investments programs and report status through the AgMax and USDA ITM Capital Planning systems
  • Assist in the development and submission of quarterly IT Investment Review Performance summaries with and upload supporting documentation using AgMax
  • Provide technical expertise to assist FNS in responding to Department and Government-wide budget formulation exercises including the OMB IT Dashboard, Special Exhibits, Congressional Budget Justification (CBJ) workload tables, and Homeland Security Data Calls
  • Provide support for OIT Quarterly Review of Project Performance Meetings
  • Support organizational compliance to the FNS System Development Life Cycle (SDLC) framework
  • Support the development and execution of IT Governance planning strategies and processes
  • Conduct operational analysis for investments and assist in conducting Integrated Baseline Reviews (IBRs), as needed
  • Support OMB A-11 reporting including maintaining and enhancing the existing database to facilitate reporting and provide professional technical support services to assist FNS in developing, loading, and maintaining in AgMax
  • Provide support for Technology Business Management (TBM) alignment and related portfolio management processes.

Minimum Qualifications

  • Must have 4-year degree from accredited University/College in related field: Information Technology, Computer Science, Business, Finance, or equivalent acceptable area of study. Detail oriented liberal arts degrees considered (e.g., Journalism) with compensating employment history related to IT
  • 3 to 5 experience supporting executive / Federal clients
  • Demonstrated commitment to meeting timelines and requirements; advanced research skills, curiosity to understand how systems or processes work end-to-end
  • Possesses strong technical writing skills with the ability to produce high quality deliverables
  • Strong attention to detail, highly organized and able to thrive in a busy, deadline driven atmosphere
  • Strong verbal skills and the ability to communicate key points with concision and accuracy
  • Demonstrated understanding of project management methodologies, policies, and procedures
  • Familiarity with IT policies and procedures, governance, and Agile SDLC methodologies
  • Ability to communicate technical information to a non-technical audience
  • Demonstrable proficiency with Federal Budgeting tools such as Oracle Primavera, eCPIC/FOLIO
  • Demonstrable proficiency with O365, Teams, SharePoint, Word, PowerPoint, and Excel
  • Desire to work directly with and build strong, mutually beneficial relationships with Federal Clients daily

Preferred Qualifications

  • Holds a degree in Information Technology, Computer Science, Business, Finance, or equivalent acceptable area of study
  • Data analysis / Business Intelligence (BI) experience
  • Familiarity with cloud-based tools, platforms (e.g., ServiceNow, Salesforce.com, Amazon Web Services) and/or concepts (e.g., SaaS, PaaS, IaaS)
  • Participation in past contract proposal responses and other business development activities
  • Understanding of Federal contracting and procurement activities.
