Job Description:

IT Enterprise Architect Senior

Purpose: 

With limited supervision, guides City departments requiring business systems or related architectural analysis through the enterprise architecture process. Contributes in the planning of the overall organization Information Technology (IT) Strategy. Develops, maintains, and leverages the department enterprise architecture practice to ensure optimal selection and use of technology to support business objectives.

Duties, Functions and Responsibilities: 

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Implement enterprise architecture practices and principles.

  • Leads and coordinates the pursuit of technical business information needs, governing principles, and solution architecture viewpoints.

  • Works with business partners and IT to develop strategic technology roadmaps.

  • Develops and oversees architecture implementation including documentation of an enterprise architecture framework.

  • Leads enterprise architecture team to identify and analyze business needs for future innovative technology, develops solution architecture requirements, and determines potential

  • impact of technology solution.

  • Ensures governance structure and compliance activities are in place to allow multi-stakeholder participation and agreement in finding solutions.

  • Analyzes current business and IT environments and recommends solutions for improvement.

  • Leads and facilitates the creation of governing principles to guide solution decision-making.

  • Socializes the enterprise architecture practice within the department through collaboration, communication, and training across all business units.

  • Develops long term partnerships with department business units and vendors to facilitate collaboration in the development strategic business plans.

Responsibilities - Supervisor and/or Leadership Exercised: 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities: 

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

  • Knowledge of applicable Federal, State and Local laws, ordinances, and policies.

  • Knowledge of enterprise architecture practices and principles.

  • Knowledge of architecture methodologies (e.g., SABSA, Zachman, TOGAF) and modeling languages (such as UML and ArchiMate).

  • Knowledge of business re-engineering principles and processes.

  • Knowledge of financial analysis and architectural language models.

  • Knowledge of basic graphical modeling approaches.

  • Skill in developing IT strategies.

  • Skill in planning, organizing, and managing workload.

  • Skill in facilitating collaboration with customers.

  • Skill in analyzing complex business and IT systems and data.

  • Skill in effectively consulting and negotiating multiple projects.

  • Skill in communicating clearly and effectively both verbally and in writing.

  • Ability to translate business needs into enterprise architect requirements.

  • Ability to collect and analyze user IT needs.

  • Ability to understand, advocate, and support business and IT strategies.

  • Ability to estimate the financial impact of enterprise architect alternatives.

  • Ability to develop reports, presentations, schedules, and other relevant materials.

  • Ability to prioritize and meet deadlines and objectives.

  • Ability to apply multiple solutions to business problems.

  • Ability to facilitate work in a team environment with diverse skill sets.

  • Ability to lead and mentor less-experienced architects.

  • Ability to build and maintain professional partnerships at all staffing levels.

  • Ability to adhere to required compliance to all change management policies and procedures.

  • Ability to adhere to required compliance to all information security policies and procedures.

Minimum Qualifications: 

  • Graduation with a Bachelor's degree from an accredited four-year college or university with major coursework in Information/Computer Science, Business, Engineering, or related field, plus six (6) years of experience in an architecture-related field, including two (2) years in a lead or supervisory capacity

  • Experience may substitute for education up to four (4) years

Preferred Qualifications:

Provide specific examples from prior experience:

  • Demonstrated experience serving as an Enterprise Architect, with responsibility for developing and governing enterprise‑level architectures (e.g., application, data, integration, cloud, or security) in complex, multi‑department environment.
  • Demonstrated experience maintaining enterprise architecture standards, roadmaps, and reference architectures, with an example of influencing technology decisions through governance and strategic planning.

Overview of the Position:

The IT Enterprise Architect Sr provides strategic leadership in defining, maintaining, and governing the City’s enterprise architecture. The role ensures technology solutions are aligned with organizational goals, scalable, secure, and sustainable. 

Responsibilities include assessing current systems, designing future‑state architectures, developing technology roadmaps, and guiding major investment and modernization decisions. The position works closely with business leaders, IT leadership, technical teams, and vendors to translate business needs into enterprise‑level architectural direction.

The ideal candidate is a seasoned enterprise architect with the ability to shape technology strategy across a complex public‑sector organization. They excel at developing architectural standards, driving modernization efforts, and influencing direction across diverse teams. They are skilled communicators who translate strategic goals into actionable architectural guidance and ensure alignment across departments.

Standard business hours. Must reside in Texas. Primarily remote with on‑site presence as needed.

This position requires a Criminal Background Investigation Financial and/or CJIS.

Pay Range:

$121,600.00 - $164,115.00

Critical Employee:

This position has been designated as a Critical Employee. Critical Employees are considered necessary and vital and support activities that impact City or department operations. This work can be done while at a designated work site or while working at an alternate work location. Critical employees who are able to work at an alternative work location are required to do so. Schedules may be modified, and employees may be reassigned to another area during extraordinary situations or emergency conditions to provide essential services. (Employee will have to return to work site).

Travel:

If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.

Skills Required

  • Bachelor's degree in Information/Computer Science, Business, Engineering, or related field (or substitute experience up to 4 years)
  • Six (6) years of experience in an architecture-related field, including two (2) years in a lead or supervisory capacity
  • Knowledge of enterprise architecture practices and principles and experience developing IT strategies
  • Familiarity with architecture methodologies (TOGAF, SABSA, Zachman) and modeling languages (UML, ArchiMate)
  • Experience analyzing complex business and IT systems and developing solution architecture requirements
  • Experience leading, mentoring, and supervising architects or technical staff
  • Ability to develop and maintain architecture documentation, roadmaps, and governance structures
  • Must reside in Texas
  • Successful completion of Criminal Background Investigation Financial and/or CJIS
  • Demonstrated experience serving as an Enterprise Architect responsible for developing and governing enterprise-level architectures in complex multi-department environments (provide examples)
