Duties & Responsibilities

Will be responsible for contract development to include pre-solicitation development, preparing draft Justification and

Approval documentation, providing sound, experienced insight, participate in Performance Work Statement

development, continuous tracking and prioritization of contracts through the Contracts Planning Worksheet, and

advise leadership. Analyzes and reviews contract action requirements with Product Directors to ensure requirements

are within compliance of all applicable laws, regulations and policies. This position requires direct engagement with

senior leaders within numerous departments and agencies to discuss strategies and scope for potential contracts as well

as leading communications with government points of contacts and internal business units during the proposal process.

Monitor and manage potential Task Orders (TOs) on Delivery/IDIQ contract vehicles and develop a capture strategy.

Initiate, lead and/or produce all contractual reporting requirements and provide all reporting information required

under the contract accurately and in a timely manner. Create and maintain the Integrated Master Schedule for

contracts. Draft Contract Requirements Packages and Requests for Service Contract Approvals for high-dollar efforts.

Participates in meetings and management reviews providing support, contract action statuses, updates and schedule

impacts to Product Directors and other senior level government personnel. Must be able to utilize Paperless Contract

Files (PCF) to build contract requirements cabinets and upload requirements documents. Develops acquisition

objectives and milestones to obtain the contracted services within the timeframe demanded for the particular contract.

Works closely with program managers/Leads and technical representatives, provides recommendations, and assists

with the preparation of the performance work statements/scopes of work (PWS/SOW). Attend meetings with

Government and contractor personnel and furnishes recommended solutions to contractual problems. Analyzes and

reviews contract action requirements with Assist Product Leads to ensure requirements are within compliance of all

applicable laws, regulations and policies. Knowledge of the various contract types to assist with and manage Indefinite

Delivery/Indefinite Quantity (IDIQ) Task Orders (TOs) on Delivery/IDIQ contract vehicles and develop a capture

strategy. Along with sole source, source directed, and competitive contracts. Knowledge of Foreign Military Sales

procurement is a plus. Ensure that all necessary documents are included in the Contract Requirement Packages such

as; Document Summary List, Contract Data Requirements List (CDRL) , Independent Government Estimate (IGE),

Procurement Work Directive (PWD), performance work statements/scopes of work (PWS/SOW),and etc. Preparing

and staffing Justifications and Approvals (J&A) for Sole Source as well as Acquisitions Plans, and Service acquisition

Strategies documents.

Required Skills

1. Acquisition & Contract Management:

  • · Contract Package Development: Expertise in creating complete Contract Requirements Packages (CRPs), including Document Summary Lists, Contract Data Requirements Lists (CDRLs), Independent Government Estimates (IGEs), and Procurement Work Directives (PWDs).
  • · Pre-Award Documentation: Ability to draft, prepare, and staff key pre-award documents such as Justification and Approvals (J&As), Acquisition Plans, and Service Acquisition Strategies.
  • · PWS/SOW Development: Experience assisting with and providing recommendations for the preparation of Performance Work Statements (PWS) and Scopes of Work (SOW).
  • · Contract Type Knowledge: Understanding of various contract types, including Indefinite Delivery/Indefinite Quantity (IDIQ), Task Orders (TOs), sole source, source directed, and competitive contracts.
  • · Regulatory Compliance: Ability to analyze contract requirements to ensure they comply with all applicable laws, regulations, and policies.
  • · Foreign Military Sales (FMS): Knowledge of FMS procurement processes are noted as a significant plus.

2. Project Management & Execution:

  • · Integrated Master Schedule (IMS): Skill in creating and maintaining an IMS to track contract milestones and objectives.
  • · Contract Tracking & Prioritization: Ability to continuously track, manage, and prioritize contract actions using tools like a Contracts Planning Worksheet.
  • · Systems Proficiency: Must be able to use Paperless Contract Files (PCF) to build and manage contract requirements documentation.
  • · Reporting: Capability to produce and manage all contractual reporting requirements accurately and on time.

3. Strategic & Leadership Skills:

  • · Senior Leader Engagement: Proven ability to directly engage with and advise senior leadership (e.g., Product Directors) on contract strategies, status, and scope.
  • · Capture Strategy: Experience developing capture strategies for potential Task Orders on IDIQ vehicles.
  • · Problem Solving: Ability to furnish recommended solutions to contractual problems that may arise. 
  • · Communication: Strong communication skills for leading discussions with government points of contact, internal business units, and participating in management reviews.

Skills Required

  • 10+ years of acquisition and contract management experience (Masters+10, Bachelors+12, Associates+14, High School+16).
  • Contract Requirements Package (CRP) development including Document Summary List, CDRLs, IGEs, and PWDs.
  • Prepare and staff pre-award documentation: Justifications and Approvals (J&As), Acquisition Plans, Service Acquisition Strategies.

  • Strong communication and problem-solving skills to lead discussions and furnish contractual solutions.
