Agency Description

The Philadelphia Department of Revenue maintains confidential taxpayer information for hundreds of thousands of taxpayers and is required to follow strict security measures to protect its data and physical spaces. The Department is subject to the controls set forth in IRS Publication 1075, which requires significant oversight and project management. 

This role is critical to safeguarding sensitive taxpayer data and maintaining public trust while ensuring compliance with federal and state security requirements. 

Job Description

Position Summary 

The Internal Controls Manager will report to the Deputy Commissioner for Policy and Outreach. This position will play a pivotal role in ensuring the organization's adherence to regulatory and internal policies, managing risk, and maintaining a robust governance framework. This role is responsible for assessing and mitigating risks, monitoring compliance with applicable laws and regulations, in particular IRS publication 1075, and in the development of strategies to enhance governance practices. This role will coordinate with, and act as a counterpart to, personnel at the Office of Information Technology.  

Essential Functions 

  • Create, implement, monitor and update project plans and schedules for IT Compliance initiatives, including coordinating responses to audit and assessments 

  • Conduct comprehensive risk assessments to identify potential threats and vulnerabilities within the organization's operations 

  • Collaborate with internal and external audit teams, providing documentation and evidence as needed to demonstrate compliance and adherence to governance standards. 

  • Monitor and track regulatory changes, ensuring that the organization remains compliant with all relevant laws, standards, and industry regulations. 

  • Identify key stakeholders for Compliance processes and projects and build effective stakeholder relationships and communication.  

  • Create effective reporting/dashboards for leadership and stakeholders on compliance activities and initiatives summarizing risk assessments, compliance status, and recommendations for improvement   

  • Contribute to policy, procedure and guidance development and alignment with regulatory and financial compliance requirements, security and privacy requirements, and best practices.   

  • Develop and maintain incident response plans to effectively address and mitigate security breaches or compliance violations. 

  • Develop and deliver training programs to educate employees on governance, risk, and compliance matters, fostering a culture of awareness and accountability 

Competencies, Knowledge, Skills and Abilities 

  • Exceptional written and verbal communication skills, including the ability to communicate effectively with senior and mid-level management, stakeholders, and lead technical staff 

  • Demonstrated presentation skills, strategic thinking, and high professional ethics 

  • Ability to perform compliance interviews, document business processes and technical procedures  

  • Knowledge of compliance regulations and frameworks including NIST 800-53 controls; IRS Publication 1075 strongly desired  

  • Strong understanding of IT controls and their relationship to business processes  

  • Strong understanding of enterprise IT environments  

  • Must be self-motivated and able to work with minimal supervision  

Qualifications

  • Completion of Bachelor’s degree in Information Systems, Public Administration, Accounting, or related field (or equivalent experience)  
  • 4+ years of experience as a Project Manager  

  • 2+ years of project management, security or IT audit experience leading audits or security or IT compliance initiatives at enterprise scale, preferably in IT, finance or public administration  

  • Experience with Governance Risk and Compliance or Integrated Risk Management tools  

  • One or more of CISA, CISM, CISSP, or similar certifications strongly preferred but not required  

  • Any equivalent combination of education and experience is determined to be acceptable by the Department of Revenue, Office of Innovation & Technology and Human Resources.  

Work-Life 

Working hours are generally 37.5 hours per week.  Our team is currently full-time in-office.

Salary Range: $87,000 - $100,000

Skills Required
