General Summary:

Analyze Dallas Area Rapid Transit's operations to identify hazards that may create a negative financial impact to the Agency. Implement appropriate risk management programs to protect the Agency's assets.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Analyzes proposed contracts, licenses, leases, agreements, and other documents to determine potential risk to DART. Develops appropriate risk management and insurance requirements to address these risks. Presents, clarifies and resolves all insurance and liability issues associated with new and ongoing procurement.
  • Monitors certificates of insurance tracking program. Assists in identification and resolution of insurance deficiencies. Communicates directly with insurance carriers and brokers to obtain needed insurance or to negotiate acceptable alternatives to protect DARTs assets.
  • Assists with renewal activities for the agency-wide operational insurance program. Acts as liaison between brokers, carriers, and various Departments to obtain details of current and upcoming changes, additions and property values that will determine the annual insurance rates and premium. Ensures that brokers and insurance underwriters are timely notified of significant events or changes that may result in a claim or change to the policies.
  • Conducts training regarding insurance and indemnification issues for various departments and contractors. Provides technical information as needed.
  • Provides oversight of the claims deductible recovery process for the Owner Controlled Insurance Program (OClP) to ensure that contractors remit deductible reimbursements as required under the contract. Monitors premium audits and policy cancellations for accuracy.
  • Assists in preparing claims and budget reports for both the insurance and self-insured programs. Reports on costs and trends on a monthly basis.
  • Assists in preparation of the annual budget by providing historical and projected insurance costs.
  • Oversees claims activities arising out of commuter rail operations.
  • Coordinates inspections of all facilities with insurance carriers and loss control consultants to identify hazards and recommend appropriate programs to reduce loss exposures.
  • Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor’s degree from an accredited college or university in Insurance, Risk Management, Business Management or related field.
  • Four (4) years experience working with commercial insurance policies and programs to include contract and certificate management, underwriting, property and casualty.
  • Valid Texas Class A, B, or C drivers license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (I) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) months in order to operate DART non-revenue vehicles, or drive in the course & scope of job.
  • Strong customer focus with experience in defusing customer conflict.
  • Ability to handle situations with a high degree of professional maturity, sensitivity and confidentiality, which may require negotiation, adaptation of response or some research according to employees personal circumstances.
  • Superior organizational skills including the ability to document details, multi-task and be flexible in a moderately high call volume, team-oriented environment.
  • Demonstrated ability to prioritize work to meet very specific deadlines.
  • Proficiency in Microsoft Office applications (Word, Excel and Power Point).
  • Demonstrated attention to detail and accuracy.
  • Substantial interpersonal skill to effectively and sensitively communicate with all levels of supervisory and non-supervisory employees, government entities, a culturally diverse community, and others both inside and outside of DART.
  • Ability to make good decisions based upon a mixture of analysis, wisdom and judgment.
  • Ability to learn quickly when facing new problems; a relentless and versatile learner, open to change; analyzes both successes and failures for clues to improvement.
  • Ability to write clearly and succinctly in a variety of communication settings and styles.

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.

Skills Required
