Instructional Systems Design Specialist

The Instructional Systems Design Specialist will drive instructional design principles and methodologies to create engaging, high-quality learning solutions for internal and external project needs. This position translates processes and technical knowledge into training that supports job knowledge and qualifications. This role involves collaborating with internal project team members, government stakeholders; subcontractors, and Subject Matter Experts (SMEs) to create engaging, instructionally sound training programs that meet mission-specific and regulatory requirements. The ideal candidate will have 3 to 5 years of experience designing and developing training content for a wide variety of audiences to include federal, state, or military personnel.

Project and Resource Management: 

Manage multiple learning projects while meeting deadlines and maintaining quality standards. 

Stakeholder Collaboration: 

Connect with SMEs, trainers, and assigned team members to gather training requirements, translate complex concepts into effective objectives and learning materials, and ensure accuracy of learning content.

Participate in stakeholder meetings to provide technical guidance on instructional design and emerging learning technologies.

Needs Analysis: 

Conduct comprehensive needs and gap analysis with internal and external customers to identify training requirements, target audiences, and performance outcomes.

Guide training qualification and competency requirements based on job/duty task analysis to be developed beyond classroom instruction.

Design and Development:

Design and development of training approaches, materials, and curriculum using established instructional models like ADDIE.

Creation of a variety of learning assets, including instructor-led training (ILT) materials, web-based training (WBT), student instructional materials and learning aids, storyboards, video scripts, scenario-based learning, and knowledge and skill-based assessments.

Identification of best uses for training media, materials and labs to be integrated into course curriculum. 

Implementation and Evaluation:

Support the implementation and delivery of training programs, including coordination of online and in-person sessions.

Support development and implementation of evaluation methodologies (e.g., surveys, assessments, focus groups) to measure the effectiveness and impact of training.

Analyze feedback and data to recommend and implement improvements for course materials and delivery.

Standards and Compliance:

Ensure all training solutions and materials adhere to government standards for course accreditation compliance and specific agency regulations.

Upload and manage training content within an LMS, tracking learner progress and running reports. 

Perform additional duties as assigned, demonstrating the competence needed to complete tasks effectively.

Bachelor's degree in Instructional Design, Adult Education, Educational Technology, or a related field.

3+ years of professional experience in instructional design, curriculum development and e-learning development in a corporate, consulting, or professional services environment.

Demonstrated portfolio of instructional design across multiple modalities (eLearning, ILT/vILT, job aids) showing a range in design abilities, visual execution, and instructional strategy.

Strong knowledge of instructional design methodologies (e.g., ADDIE. PADDIE+M) and adult learning principles, needs assessment and curriculum development.

Proficiency with eLearning authoring software such as Articulate Storyline 360, Adobe Captivate, Camtasia, multimedia design, and Learning Management System (LMS) administration.

Experience with Learning Management Systems (LMS) administration and content management.

Highly skilled in Microsoft Office Suite and related software for storyboarding, content drafting, and stakeholder communication.

Must be able to obtain and maintain a secret security clearance. U.S. citizenship is required.

Preferred Qualifications:

Prior military or other US military experience with the Systems Approach to Training and Education (SATE) methodology.

Government Experience: Demonstrated experience designing and developing training content for military, federal, or state government agencies.

Experience with video production, audio recording, or graphic design tools is a plus.

Remote or distributed team experience with proven ability to manage stakeholder relationships and deliverables.

The salary range for this position is $87,100 - $130,700
