Background

Dexis Consulting Group (Dexis) implements the Guatemala Border, Security, and Information Management Project (BSIM) as a contractor for the United States Department of State.  The Project has as its primary objective the strengthening immigration prosecutions and investigations against gangs and other criminal organizations that may threaten United States security.

Objective

The BSIM project has implemented improvements to the IT systems of several law enforcement and migration agencies in Guatemala. The project has prioritized the adaptation of technology, including the construction of compatible data models and biometric systems.

Currently, constructing the MIROSGT migration data registration system is one of the project's priorities. Similarly, developing technological applications to facilitate processing data on criminal investigations of transnational crimes is necessary.

The expert is expected to oversee the construction of these platforms, as well as proposed ways to automate the migration processes and investigations conducted by Guatemalan law enforcement agencies.

Tasks

  • Review the framework of the project component that supports governmental migration and law enforcement agencies.
  • Lead and supervise the team of developers responsible for programming computer applications.
  • Oversee the proper implementation of the project's work plan.
  • Keep project staff, institutional counterparts, and Department of State officials informed about the progress of the application development process.
  • Propose improvements or new applications to automate and improve the collection of data on migration flows and information on transnational crimes.
  • Write reports on the progress of the project's programmatic activities as assigned.
  • Participate in coordination and progress reporting meetings with the BSIM team, institutional counterparts, and any necessary meetings with personnel from the Department of State and other agencies attached to the U.S. Embassy in Guatemala.
  • Direct the development, modification, and preparation of the project's annual work plan, as well as the preliminary budget design, within their area of responsibility.
  • Authorize the administrative processes assigned to them according to the mechanisms implemented by the project.
  • Other duties assigned as needed

Qualifications

  • Bachelor's degree in a field related to IT development public safety, law enforcement, and minimum 14 years of professional experience in related fields, such as former law enforcement IT development in any agency of the U.S. Department of Justice, U.S. Department of State, or law enforcement agencies; or a master’s degree in a related field and 10 years of relevant experience.
  • Experience in IT development for any agency of the U.S. Department of Justice or the U.S. Department of State is preferred.
  • Demonstrated knowledge of artificial intelligence technologies.
  • Demonstrated professional proficiency in English and Spanish, with the ability to produce clear, concise, well-structured documents in Spanish and English tailored to the Department of State and other counterparts.
  • Guatemalan citizen or with the ability to obtain the permits required to work in Guatemala
  • Previous work experience with foreign assistance projects.
  • Familiarity with Guatemalan context, a plus.
