Overview

QBE, LLC is seeking an Information Systems Staff Officer - ISSO / System-Owner Support to provide day-to-day cybersecurity compliance and system security support for NIH/OD-OIT system owners.

This position is primarily remote but will require some TDY.

Responsibilities

• Support system owners with cybersecurity and RMF requirements throughout the system lifecycle.

• Maintain system security documentation and authorization artifacts.

• Coordinate security-control implementation and evidence collection.

• Assist with System Security Plans, POA&Ms, risk assessments, and continuous monitoring documentation.

• Track security findings, vulnerabilities, and remediation activities.

• Coordinate with system administrators, engineers, assessors, and cybersecurity personnel.

• Review proposed system changes for potential security impacts.

• Support preparation for assessments, audits, and authorization activities.

• Maintain cybersecurity records and system-specific compliance documentation.

• Escalate significant risks and compliance issues to appropriate stakeholders.

Requirements

Minimum Qualifications

• Associate degree in cybersecurity, information technology, computer science, information systems, business, communications, or a related field, or an additional two or more years of relevant experience in place of the degree requirement.

• At least 4 years of relevant experience aligned to the responsibilities of this position.

• Experience supporting security compliance activities for information systems.

• Familiarity with federal RMF and security authorization processes.

• Experience maintaining cybersecurity documentation and tracking remediation activities.

• Strong organizational, analytical, communication, and documentation skills.

• CompTIA Security+ certification.

• GIAC Security Essentials (GSEC) certification.

• Ability to obtain and maintain the required federal background investigation, Public Trust determination, or security clearance associated with the position.

Preferred Qualifications

• Experience serving as an ISSO or supporting federal system owners.

• Familiarity with NIST SP 800-37 and NIST SP 800-53.

• Experience supporting HHS, NIH, or another federal civilian agency.

• Experience with GRC or security authorization management platforms.

Physical Requirements

• Ability to remain in a stationary position for extended periods while working at a computer.

• Ability to communicate effectively through virtual and in-person meetings.

• Ability to perform duties in an office, remote, or hybrid environment based on program requirements.

The projected compensation range for this position is $99,000.00 - $114,000.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (for remote opportunities), education and certifications as well as Federal Government Contract Labor categories. In addition, QBE invests in its employees beyond just compensation.
