We are seeking an experienced IBM Verify CIAM Architect and Delivery Consultant (Subject Matter Expert) to support a Canadian Government project. The ideal consultant will bring deep hands-on expertise in IBM Verify, customer identity solutions, and enterprise CIAM architecture, combined with the professionalism and communication skills required to operate in a high‑security public-sector environment.
This role requires that the consultant already holds, or is eligible to obtain, Reliability Clearance and must reside in Canada for the duration of the project.Key Responsibilities
- Lead architecture, design, and delivery of IBM Verify CIAM solutions within a government environment.
- Serve as the senior SME guiding technical direction, integration strategy, and implementation best practices.
- Collaborate with client security, identity, and infrastructure teams to define requirements and ensure alignment with government standards.
- Support full delivery lifecycle: design, configuration, customization, testing, deployment, and knowledge transfer.
- Troubleshoot advanced CIAM technical issues and optimize performance and security posture.
- Produce architecture documentation, diagrams, roadmaps, and operational guides.
- Ensure compliance with government security, privacy, and access control requirements.
- Participate in technical interviews, design reviews, and stakeholder sessions.
- Expert-level experience with IBM Verify (formerly IBM Security Verify / IBM Identity).
- Strong CIAM architecture background, including:
- Authentication flows, MFA, risk-based authentication
- Identity proofing, user lifecycle, registration
- Federation (SAML, OIDC, OAuth)
- Credential management and directory services
- Proven delivery experience in complex enterprise or public-sector environments.
- Strong understanding of IAM/CIAM security controls and best practices.
- Ability to work independently and manage deliverables within a structured government project.
- Excellent communication and documentation skills.
- Experience working with Canadian federal or provincial government entities.
- Prior experience operating under Reliability or Secret Clearance environments.
- Broader IAM knowledge (identity governance, PAM, access management).
- Experience with integration across enterprise applications and API security.
- Minimum required: Reliability Clearance (or ability to obtain it).
- Canadian residents only.
- PR holders are acceptable as long as they meet clearance requirements and remain in Canada during the project.
- Standard government schedule: 7.5 hours/day
- Total weekly hours: 37.5 hours
- Expected to work Eastern Time Zone hours.
- Initial contract: 6 months to 1 year
- Extension potential: Up to 2 years, based on performance and client value.
