About the Role
We are seeking a highly qualified Hydrology & Drainage Engineer – Site Supervisor to join the Construction Supervision Consultant team for a major Highway Road Project in Timor-Leste. The successful candidate will be responsible for supervising the construction of drainage and hydraulic infrastructure, ensuring that all works are implemented in accordance with approved designs, technical specifications, environmental requirements, and international quality standards..
Qualifications
- Bachelor’s degree Civil Engineer with a degree in Civil Engineering or Hydrology or equivalent.
- Have a minimum of 15 years of cumulative experience in Civil Engineering with expertise in the construction of large drainage systems and thereof a minimum of 10 (ten) years related to drainage construction for Highway roads or large road projects.
- Have served in a similar capacity on at least 2 (two) highway road projects of similar nature.
- Preferably a full-time employee of the PMC since at least 2 years.
- Fluency in written and spoken form of English is mandatory.
- Responsible for overseeing the implementation of drainage systems, managing stormwater, and ensuring that the project’s hydrological elements are functioning effectively to prevent flooding, erosion, and other water-related issues, in conformance with the DB Contract, the technical specifications and the approved detailed design.

Skills Required
- Bachelor's degree in Civil Engineering, Hydrology, or an equivalent field
- At least 15 years of cumulative civil engineering experience
- At least 10 years of experience in drainage construction for highway roads or large road projects
- Experience serving in a similar capacity on at least two comparable highway road projects
- Fluency in written and spoken English
- Full-time PMC employment for at least two years
