BLUEHAWK is seeking a highly skilled HUMINT Targeting Analyst (Mid) to support strategic HUMINT targeting and intelligence operations in support of U.S. Army Intelligence and Security Command (INSCOM) missions. The selected candidate will conduct intelligence analysis that enables the development of HUMINT collection efforts, targeting strategies, and operational priorities supporting full-spectrum intelligence operations.


This position requires an experienced targeting professional capable of integrating all-source intelligence, HUMINT operations, collection management principles, and analytical tradecraft to identify opportunities, develop targeting recommendations, and support senior decision-makers across the Intelligence Community and Department of Defense.

Responsibilities
  • Conduct intelligence analysis to support the development and execution of HUMINT targeting efforts aligned with established analytic tradecraft standards and collection strategies.
  • Produce detailed intelligence assessments that support current and future full-spectrum HUMINT operations.
  • Analyze operational requirements, intelligence gaps, and collection priorities to identify opportunities for HUMINT targeting and collection.
  • Develop recommendations for prioritizing HUMINT efforts in support of INSCOM operational objectives and strategic requirements.
  • Prepare and deliver recurring targeting reports outlining priority intelligence topics, operational requirements, and recommended courses of action.
  • Ensure targeting recommendations align with INSCOM plans, operational priorities, and mission objectives.
  • Participate in targeting meetings hosted by INSCOM Major Subordinate Commands (MSCs) and provide targeting expertise and operational recommendations.
  • Conduct recurring analytical exchanges and engagements with Army, DoD, and Intelligence Community stakeholders.
  • Produce strategic assessments, intelligence reports, white papers, briefings, and executive-level products supporting HUMINT operations and targeting activities.
  • Integrate all-source intelligence reporting to identify trends, patterns, vulnerabilities, and operational opportunities.
  • Coordinate with HUMINT Collection Managers, analysts, operators, and mission partners to support collection planning and targeting synchronization.
  • Support additional duties, responsibilities, and mission requirements as assigned.
Qualifications
  • DoD or Intelligence Community Targeting Certification.

Military / Government Training

Must have completed one of the following:

  • U.S. Government All-Source Intelligence certification course or program.
  • HT-JCOE Joint CI-HUMINT Analysis and Targeting Course.
  • DIA Targeting Officer Course / Fundamentals of HUMINT Targeting Course (FHTC).
  • Intelligence Community equivalent targeting or analytical certification program.

Required Experience

  • 10+ years of full-time experience conducting strategic DoD or Intelligence Community HUMINT targeting activities.
  • Demonstrated experience applying advanced intelligence analysis methodologies to support HUMINT operations and targeting efforts.
  • Strong knowledge of the intelligence cycle, HUMINT operations, and HUMINT Collection Management principles.
  • Experience developing targeting strategies, operational assessments, and collection recommendations supporting strategic intelligence objectives.
  • Experience integrating all-source intelligence into targeting and operational planning efforts.

Required Knowledge & Skills

  • Advanced proficiency with Microsoft 365 applications, including Word, Excel, PowerPoint, Teams, and SharePoint.
  • Strong understanding of HUMINT operations, intelligence analysis, targeting methodologies, and collection management processes.
  • Knowledge and experience applying Intelligence Community Directives (ICDs), including:
    • ICD 203 – Analytic Standards
    • ICD 206 – Sourcing Requirements
    • ICD 300 – Collection Management
    • ICD 501 – Discovery and Dissemination
    • ICD 704 – Personnel Security
    • ICD 707 – Counterintelligence and Insider Threat
  • Ability to analyze complex intelligence problems and develop actionable targeting recommendations.
  • Experience producing intelligence reports, assessments, white papers, executive summaries, and briefings.
  • Strong written and verbal communication skills.
  • Ability to collaborate effectively with analysts, operators, collection managers, and senior leadership.
  • Ability to manage multiple priorities in a fast-paced operational environment.

Preferred Qualifications

  • Experience supporting INSCOM, Army G2X, DIA, Combatant Commands, or other strategic HUMINT organizations.
  • Experience supporting HUMINT targeting boards, collection working groups, or operational planning teams.
  • Experience conducting network analysis, target development, or collection requirements analysis.
  • Experience briefing General Officers, SES personnel, and Intelligence Community leadership.
  • Familiarity with Army HUMINT operations, collection management, and operational synchronization processes.
  • Experience supporting strategic intelligence planning and operational targeting efforts.
