Description of Work

The Division of Mental Health, Developmental Disabilities and Substance Use Services is the State agency charged with responsibility for developing, providing and overseeing publicly supported mental health, developmental disabilities, and substance abuse services in North Carolina. The Division collaborates with other state agencies within and outside of NC DHHS to improve services and supports related to mental health, substance use and intellectual and other developmental disabilities.
The Performance and Oversight Section is a best practice team focusing on systemic-level interventions designed to ensure best practice related to prevention, diversion, and intervention activities in the areas of Mental Health, Intellectual and Developmental Disabilities and Substance Use Services. This team provides leadership regarding evidence-based best practices, innovations, and improved systems performance in coordination with stakeholders across health, public safety and corporate sectors.
The section is home to the state’s Controlled Substance Reporting System, an evidenced based approach to support the use of controlled substances for medical purposes by providing prescribers with information to support critical decision making. The program combines innovative technology with rapidly evolving customer services and relations, ensuring users receive the most up to date information possible.
The Primary Purpose of this position is to provide programmatic support to the state’s prescription drug monitoring program (PDMP), known as the North Carolina Controlled Substances Reporting System (NCCSRS). This position provides essential functions of the system through customer service, developing and maintaining user resources, facilitating and providing in-person and hybrid trainings, educational and outreach initiatives for system users; and monitoring essential business functions such as fiscal and contractual operations. This position reports to the Senior Manager to assist with program planning, evaluating program performance, recommending approaches for improving the program experience for service users and to implement plans and initiatives as directed.

Salary Range: $63,927 - $111,871

Recruitment Range: $63,927 - $87,889

• Considerable knowledge of human services administration and community planning concepts, and of human service programs and supportive services in the functional areas to which assigned.

• Ability to provide guidance to state and local management in planning new or improved programs, and to communicate effectively with professional and administrative personnel.

• Working knowledge of state and federal controlled substances acts, and other pharmaceutical guidelines and services.

• Experience managing multiple projects, demonstrable customer service expertise, multi-tasking skills, and experience completing time-sensitive, assigned tasks efficiently.

Planner:

Master's degree in public or human service administration or human services programmatic field from an appropriately accredited institution, and three years of human service experience, two of which must have been in human services program planning;

OR Bachelor's degree from an appropriately accredited institution, and five years progressive administrative or consultative experience in a human service program, two of which must have been in human service program planning; or an equivalent combination of education and experience

Evaluator:

Master's degree in the field of psychology, sociology, or social work from an appropriately accredited institution, and three years of experience in research and evaluation, using statistical methodologies in human service programs.

OR Bachelor's degree from an appropriately accredited institution, and five years of experience in research, evaluation and statistical application in the human service field.
