Department: Human Resources

General Statement of Job

The Human Resources Staffing Specialist collaborates with hiring managers to support the hiring and Workday Recruiting workflows. Responsible for providing ongoing guidance and support on the hiring process through the delivery of effective communications to hiring managers regarding proper procedures. Responsible for recruiting and advertising open positions; and ensures accuracy and timeliness of staffing.

Specific Duties and Responsibilities

Essential Functions:

  • Review, process and posts job requisitions for hiring vacancies.
  • Maintains updated list of vacant positions on the South Texas College Careers website.
  • Collaborates with advertising agency on placing job advertisements and selecting the appropriate advertising sources and agencies, ensuring that advertisements are handled in accordance with Human Resources guidelines.
  • Requests and assigns search committee members to each posting in accordance with Human Resources guidelines.
  • Reviews employment applications to determine eligibility for veteran’s employment preference.
  • Provides ongoing guidance and training to hiring managers and search committee members on recruiting policies and procedures and the applicant tracking system.
  • Provides information on new or transferring personnel to hiring managers.  
  • Ensures hiring documents are complete, accurate and uploaded for required approvals in a timely manner.
  • Provides necessary data to Payroll staff for accurate and timely processing.
  • Conducts research, compiles reports and communicates information as requested by hiring managers, administrators, and executive staff.
  • Assists Staffing and Recruiting Manager with review and communication of job descriptions to hiring managers.
  • Monitors postings to confirm that an adequate pool of applicants has been received and takes appropriate action if needed.
  • Extends and documents formal offers of employment to recommended candidates.
  • Maintains and updates the Human Resources applicant tracking system workflow and users, audits workflow status and communicates any updates or revisions to the appropriate staff.
  • Maintains constant communication with Human Resources Department personnel on matters related to, including but not limited to, hiring documents, salary placement, pay plan, staffing plan and onboarding.
  • Assists with developing, revising and updating staffing user guides, procedures, manuals, training materials, and forms.
  • Provides training to hiring managers and search committee members regarding the screening and selection process.
  • Supports and participates in employment job fairs as needed.
  • Processes direct wage, work-study and trainer hires.
  • Processes and tracks Notice of Employment forms.
  • Processes and tracks temporary agency requests.
  • Maintains confidentiality regarding applicant and/or employee information, as required.
  • Maintains knowledge of the College's policies and procedures.
  • Travels throughout the college district, as needed.
  • Performs other duties as assigned.

Required Education and Experience

  • Bachelor's degree required.
  • At least two (2) years of work experience in a human resources setting, preferred.

Required Knowledge, Skills and Abilities

  • Excellent oral, written, presentation, and interpersonal communication skills.
  • Strong computer skills with knowledge of Microsoft Office including, but not limited to, Word, Excel, PowerPoint, and Outlook, the Windows environment, and internet research skills.
  • Ability to prioritize, organize, and complete multiple tasks within stated deadlines.
  • Demonstrated ability to pay close attention to all details; proofreads all data on a regular basis.
  • Ability to adapt to constant change and periods of fast-paced, high-intensity work situations.
  • Ability to work independently as well as a team player within department and with others.
  • Ability to work evenings and/or weekends as needed; willing to travel throughout the college district using own means of reliable transportation.
  • Demonstrated commitment to achieving the vision and mission of South Texas College.
  • Ability to read, analyze, and interpret technical procedures, guidelines, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of administrators, faculty, staff, and the general public.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Checks, Certificates, Licenses, and Registrations

  • Security Sensitive position: All applicants are subject to a criminal background check under South Texas College policy.
  • In addition, subject to a federal background check.
  • Must have or qualify for a valid Texas driver's license and proof of liability insurance.
  • Human resources certification, preferred.

Physical Requirements

  • Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
  • Bending the body downward and forward by bending leg and spine.

  • Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Sitting particularly for sustained periods of time.
  • Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
  • Mobility to accomplish tasks, particularly for long distances or moving from one work site to another.
