The Office of Chief Medical Examiner investigates cases of persons who die within New York City from criminal violence, by accident, by suicide, suddenly when in apparent health, when unattended by a physician, in a correctional facility or in any suspicious or unusual manner or where an application is made pursuant to law for a permit to cremate a body of a person. The HR Special Initiatives Supervisor will be responsible for data analytics and tracking Key Performance Indicators (KPIs) for all of Human Resources and Labor Relations (HR/LR).
The responsibilities of this role are diverse and may include, but are not limited to:
- Lead the HR Special Initiatives team in tracking KPIs for the Human Resources and Labor Relations unit.
- Design and manage processes to track and report KPIs.
- Develop, maintain, and update performance measures and written reports based on HR/LR data.
- Draft written reports and briefs with findings and recommendations based on KPIs and meet with representatives of OCME and to discuss policy and initiatives.
- Assist in the conducting of policy analysis and briefing for agency leadership.
- Compile the necessary data and maintain detailed documentation to enhance analysis reliability.
- Provide data-driven insights regarding performance to support the Human Resources and Labor Relations unit.
- Collaborate with all four HR teams and other units to track and analyze KPIs as needed.
- Supervise training development and coordination, interacting with internal and external stakeholders.
- Serve as the key OCME-HR & LR liaison, scheduling and coordinating events and meetings.
- Supervise the internship and volunteer program at OCME.
- Work in collaboration with the Agency Career Counselor and Agency Personnel Officer on routine data tracking and reporting.
- Manage the agency HRIS system, ensuring implementation, updates, and maintenance are handled accordingly.
- Manage the unit budget, serving as a P-Card holder, approver in SpendMap, PASSPort, and any other agency systems, ensuring requisitions are placed timely, liaising with Procurement, Audits & Accounts, and vendors appropriately.
- Perform general administrative tasks to support the HR/LR unit, including supporting the four HR teams on initiatives and special initiatives as needed.
- Support data analysis needs for other units within the Office of the Chelf Medical Examiner and HR/LR as required.
- Work in collaboration with Unit leadership in oversight of Records Management and NYCAPS Personnel Processing.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.

Skills Required

  • Master's degree in an appropriate field (physical, biological, environmental, social science or public health)
  • At least two to three years of responsible full-time supervisory, administrative, or research experience
  • Experience supervising teams and managing training, internship, or volunteer programs
  • Experience managing and maintaining HRIS and NYCAPS personnel processing
  • Familiarity with procurement and budget systems (P-Card, SpendMap, PASSPort) and vendor liaison
  • Proven data analytics skills, KPI design, tracking, and reporting experience
  • Ability to draft written reports, briefs, and policy recommendations for leadership
  • Experience compiling detailed documentation and ensuring analysis reliability
