Job Summary
You will help coordinate and support the execution of the Country Program (CP) HR strategy and operational plans in support of high-quality programs serving the poor and vulnerable. You will provide responsive, high-quality service to address HR programs, services and operations needs in all or some of the areas of recruitment, staff development, performance management, employee relations, compensation and benefits, onboarding/orientation, policies, staff wellbeing and wellness initiatives, staff care, and employee administration.

Responsibilities

Roles and Key Responsibilities
•    Provide support to the Head of Human Resources in his responsibilities with regard to the overall management of HR programs and services in the CP.
•    Help coordinate and support HR processes, activities, and service delivery, to ensure they meet latest agency, donor, and local legal requirements and standards and reflect best practices.
•    Coordinate recruitment and selection activities, including job posting, candidate sourcing and screening, interview scheduling, pre-employment requirements, reference checks, and onboarding support to help ensure timely and effective talent acquisition.
•    Assess service needs and provide quality process services and advice to support managers in their daily staff management responsibilities.
•    Support professional development needs assessment and help ensure the provision of precise development programs for CRS staff and partners
•    Develop, coordinate, and implement staff wellbeing and wellness initiatives that promote employee engagement, mental health, work-life balance, resilience, and a positive workplace culture. Monitor participation and effectiveness of wellness activities and recommend improvements to enhance staff wellbeing and organizational performance.
•    Maintain record keeping through personnel files and/or HRIS that adheres to required CRS, donor, and local law regulations. As needed provide support on analytical reports on HR-related data, metrics and trends to support decision-making, workforce planning and development.
•    Administer statutory benefits and ensure timely processing and updating of employee records with SSS, PhilHealth, Pag-IBIG Fund, and other government-mandated programs. 
•    Coordinate employee benefits enrollment, claims, and inquiries, and provide guidance on statutory and company-sponsored benefit programs. 
•    Support the implementation and monitoring of Occupational Safety and Health (OSH) policies, programs, and compliance requirements in accordance with applicable regulations.

Qualifications

Basic Qualifications

  • Bachelor’s degree in Human Resources Management, Psychology, Social Sciences, Business Administration, or a related field.
  • Five years of work experience in Human Resources. 
  • Experience with and knowledge of employment laws, regulations, policies, principles, concepts, and practices.   Good understanding of local labor laws. 
  • Experience in recruitment and talent acquisition, including candidate sourcing, screening, interviewing, and onboarding processes. 
  • Experience in designing, implementing, and evaluating staff wellbeing, employee engagement, or workplace wellness programs, including initiatives that support mental health, resilience, psychosocial wellbeing, and a healthy work environment.
  • Working knowledge of government-mandated benefits administration, including SSS, PhilHealth, Pag-IBIG, and related labor compliance requirements. 
  • Familiarity with Occupational Safety and Health (OSH) regulations, programs, and workplace safety compliance requirements.
  • Strong organizational and coordination skills, with the ability to manage multiple HR processes, maintain accurate records, and ensure timely compliance with reporting requirements.

Preferred Qualifications

  • Preferably with experience with International or local NGO and good knowledge of HR best practices and standards.
  • Preferably with HR certification or courses covered

Knowledge, Skills, and Abilities

  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, HRIS.
  • Hands-on experience on Human Resources Information System, specifically in Oracle 
  • Ability to relate to people at all levels internally and externally. 
  • Strong customer service ethic and abilities 
  • Very good planning, coordinating, and organizing skills
  • Able to maintain confidential information
  • Proactive, resourceful, solutions-oriented and results-oriented
  • Excellent communication and interpersonal skills

Required Languages 

  • Fluency in English and Filipino are required. 

Travel

  • Must be willing and able to travel up to 20% of the time, as required.

General Requirements

CRS offers are contingent on the selected candidate’s ability to legally work where the position is to be performed. Every government has a unique set of work permit eligibility requirements.  All positions requiring residence or frequent travel outside a home country must undergo and clear a pre-employment medical clearance; some work permit processes require clearing a separate government administered medical examination.

CRS prioritizes candidates who are citizens/ permanent residents of the countries where we have CRS offices.
