On behalf of our client, a leading data center construction and development firm active in the rapidly growing Austin, TX market, PeopleLift is recruiting a Hybrid HR Manager to build and lead the HR function supporting field and corporate operations.
Austin is one of the fastest-growing data center construction markets in the country, and this role offers a rare opportunity to shape HR infrastructure — SOPs, onboarding, and compliance — from the ground up for an organization scaling quickly across multiple active job sites. You'll work closely with project leadership, safety, and field teams to build systems that keep pace with growth while keeping the company fully compliant with federal, state, and local employment regulations.
This is a hybrid position based in the Austin area, combining time in the office with regular presence at active project sites.
Key Responsibilities- Design, document, and maintain Standard Operating Procedures (SOPs) for HR processes across field and corporate operations
- Lead full-cycle onboarding for field crews, subcontractors, and corporate staff across active construction projects
- Ensure ongoing compliance with federal, Texas state, and local employment law, including FLSA, EEOC, ADA, I-9/E-Verify, and OSHA requirements; support certified payroll/prevailing wage compliance where applicable
- Serve as the primary point of contact for employee relations, workplace investigations, and conflict resolution across job sites
- Partner with project management and safety teams to align HR practices with field and jobsite operations
- Maintain personnel records and HRIS data integrity; prepare required compliance reporting (EEO-1, OSHA logs, and similar filings)
- Support workforce planning, staffing, and recruitment coordination across multiple concurrent construction projects
- Administer benefits enrollment, leave management (including FMLA), and unemployment claims
- Develop and deliver training on company policies, harassment prevention, and safety compliance
- Review and update the employee handbook and HR policies to keep pace with evolving regulations
- 3–5 years of HR management experience, including demonstrated experience within the construction industry (general contracting, data center, industrial, or infrastructure construction strongly preferred)
- Proven experience developing and implementing SOPs, onboarding programs, and compliance frameworks
- Working knowledge of federal and Texas employment law, including FLSA, EEOC, ADA, FMLA, and OSHA regulations
- Experience supporting HR across multi-site or jobsite-based operations
- Bachelor's degree in Human Resources, Business Administration, or a related field, or equivalent professional experience
- PHR, SPHR, SHRM-CP, or SHRM-SCP certification a plus
- Proficiency with HRIS systems and standard office/productivity software
- Bilingual (English/Spanish) a plus, given the diversity of the construction workforce
- Strong communication, organizational, and problem-solving skills, with the ability to work independently and manage competing priorities
- Ability to travel locally to active job sites within the Austin metro area as needed; some site visits may involve outdoor conditions and require use of personal protective equipment (PPE)
