The Oklahoma Medical Marijuana Authority (OMMA) is seeking a full-time Human Resources Management Specialist II. This is a state position governed by the Civil Service Rules, in state government located in Oklahoma City, OK. OMMA offers a comprehensive benefits packet, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents. The annual salary for this position is up to $65,000 based on education and experience.

The Human Resources Management Specialist II (HRMS) supports the daily operations of the Human Resources Department by providing administrative, technical, and customer‑focused HR services. This role serves as a key resource for employees and leadership on HR policies, benefits, retirement programs, and leave administration, ensuring accurate coordination and compliance. The Specialist manages end‑to‑end hiring processes, onboarding, personnel records, and Workday transactions while assisting with recruitment and payroll functions. This position helps maintain smooth HR operations and positive employee experience.
Typical FunctionsThe functions performed in this job family will vary by level, unit and organization, but may include the following:
Provides administrative support to the Human Resources Department.
Coordinates the full hiring process, including completing all required Workday tasks.
Conducts new hire orientation and ensures completion of onboarding requirements.
Reviews and approves general Workday transactions.
Facilitates agency recruiting efforts by creating job postings, reviewing applications, scheduling interviews, and participating on interview panels.
Maintains a system of employee personnel records.
Tracks, organizes, and files all employee forms and documentation.
Completes background checks on prospective employees.
Monitors the HR inbox, responds to general inquiries, and routes specialized questions to the appropriate HR staff member.
Serves as back-up to the Payroll Coordinator and assists with payroll duties as needed.
Processes employment verifications.
Serves as a resource to employees and leadership in HR practices, including FMLA, ADA, leave administration, FLSA, etc., coordinates communication and documentation among employees, managers, and departments for FMLA, disability, and reasonable accommodation processes.
Serves as a Benefit Coordinator and Retirement Coordinator , serving as the primary point of contact and subject‑matter expert for employee benefits and retirement programs.
Other duties as assigned.
Education and Experience requirements at this level consist of a bachelor’s degree plus one year of professional experience in human resources management; or four years of technical human resources management experience plus one year of professional experience in human resources management.
Note: Experience which was incidental to or not a major responsibility or duty of the position shall not be accepted as qualifying. Human resources management experience should include at least one of the following: job analysis, position classification, wage/salary and benefits administration, civil rights administration, recruitment or payroll administration.
Preferred QualificationsProfessional experience in State of Oklahoma Human Resources.

Knowledge, Skills and Abilities required at this level include knowledge of human resources management policies and procedures; of Merit Rules for Personnel Administration, the Oklahoma Personnel Act, and other applicable laws, rules and standards related to human resource management; of records maintenance; and of business communications.
Ability is required to establish and maintain effective working relationships with others; to understand and apply applicable rules, laws and policies; and to analyze and interpret these rules in various situations.
Physical Demands and Work EnvironmentWork is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels. While performing the duties of the job, employee is required to talk, stand, walk, and reach with hands and arms. This position requires long periods of sitting and daily use of computer and phone.
