Human Resources Liaison – Defense Programs
Salary Range: $120,000 - $130,000 annually

Job Summary:
As a full-time Human Resources (HR) Liaison, you will provide support to the Department of Energy (DOE)/National Nuclear Security Administration (NNSA) Office of Defense Programs (NA-10), Human Capital and Business Operations (HCBO). You will assist with daily business operations for NA-10 staff, gather and track weekly reports, provide analysis, and participate in various meetings.
The Human Resources and Performance (HR&P) manager will determine your weekly work schedule in consultation with you. A hybrid work arrangement with two days a week onsite at the DOE Headquarters Forrestal Building, located in Washington, DC. Operational hours are 8:00 am - 4:00 pm.
Responsibilities:
- Provide support to the HCBO Director and Deputy Director, Human Resources and Performance (HR&P) Manager, and NA-10 staff as an HR Liaison processing personnel actions including new hires, details, reassignments, realignments, reorganizations, and workforce planning and tracking.
- Update and maintain data for staffing rosters, organizational charts, Defense Programs statistics table, HCBO slides, HCBO SharePoint site, and hiring spreadsheets including analyzing data and processes to develop reports.
- Ensure incoming federal personnel information is shared with HCBO team members.
- Assist with Performance Appraisal Management System (PAMS) activities.
- Communicate and interact with diverse teams, leadership, and internal/external stakeholders.
- Review and provide input to policy and process improvement documents.
- Assist with special projects as assigned.
Qualifications and Experience:
- US citizenship and ability to obtain and maintain a DOE Q (Top Secret) security clearance.
- 10 or more years of customer service and professional Federal HR/HR liaison experience in a similar role (including hiring authorities and recruitment)
- Experience with HR systems.
- Experience managing highly confidential information (PII).
- Excellent skills in interpersonal communications, task management, and both verbal and written communication.
- Ability to collaborate with a team in a highly dynamic and evolving work environment.
- Keen research abilities, analytical skills, organizational skills, attention to detail, and administrative skills.
- Proficiency in Word, Excel, Power Point, Teams, Adobe, and SharePoint.
Preferred qualifications:
- DOE/NNSA experience strongly preferred.
- Experience with NNSA OneHR Connection strongly preferred.
Compensation & Benefits:
The expected base salary range for this role is $120 – $130,000 annually. Actual compensation will be determined based on factors including skills, experience, qualifications, and location.
