General Description:

Under general supervision, the Human Resources Generalist – Employment Services is responsible for various operational and clerical functions of the Human Resources (HR) unit. This position requires a team-oriented and customer service focused individual who thrives in an energetic and collaborative atmosphere. The Employment Services team, operating within the HR Unit, is responsible for all recruiting, hiring, and promotional activities within the Volusia Sheriff’s Office.

Minimum Qualifications:

  • High school diploma or GED, AND
  • Two (2) years of Human Resources related experience.
  • A comparable amount of education and experience may be substituted for the minimum requirements.
  • Experience in conducting background checks or investigative support functions in law enforcement setting is preferred.
  • Must be able to obtain and maintain Florida Crime Information Center (FCIC)/National Crime Information Center (NCIC) certification within six (6) months of hire.
  • Must be able to obtain and maintain Computer Voice Stress Analysis (CVSA) examiner certification within twelve (12) months of hire.
  • Must possess a valid Florida driver’s license.
  • Must successfully complete and pass required skills testing.

Selection Process: The selection process will include a review of each qualified applicant’s education and experience and a formal interview in accordance with VSO policies and procedures.

Background Screening: This position will require an extensive background investigation.

Essential Functions:

  • Acts as Subject Matter Expert (SME) in a specific concentration, including but not limited to: Employment Services, Benefits Administration, Retirement, Workers Compensation, Family Medical Leave, Employee Relations/EEO, Classification and Compensation, Liability, Professional Development.
  • Conducts preliminary background screenings to determine applicant suitability for further processing.
  • Performs comprehensive background investigations, including review and verification of criminal history, court records, driving history, employment and education verification, personal references, credit history, and military service.
  • Conducts Computer Voice Stress Analysis (CVSA) examinations as part of the background investigation process.
  • Coordinates and schedules applicant onboarding components such as polygraphs, CVSAs, medical screenings, and psychological evaluations.
  • Evaluates application submissions for accuracy, completeness, and eligibility; follows up with applicants to obtain clarification or additional documentation when necessary.
  • Maintains accurate and organized background investigation files, recruitment records, and confidential information in accordance with agency policy, accreditation standards, and legal requirements.
  • Ensures timely communication and follow-up with applicants and hiring managers throughout each stage of the hiring and background process.
  • Facilitates and manages position announcements for external, internal, and promotional opportunities.
  • Provides exceptional customer service to internal and external customers.
  • Responds to internal and external requests for information and assistance in a timely manner.
  • Performs day-to-day administrative tasks such as responding to voicemails and emails, maintaining employee files, and processing paperwork.
  • Develops specific goals and plans to prioritize, organize, and accomplish assigned workload.
  • Research, prepare, submit, and maintain reports and other data for auditing and tracking purposes.
  • Interprets and explains human resources policies, procedures, laws, standards, and regulations.
  • Ensures compliance with laws, regulations, and standards using timely and relevant information and individual judgement.
  • Prepares and maintains employment records related to events, such as hiring, termination, leave, transfer, and promotion using human resources management system software.
  • Maintains current knowledge of Equal Employment Opportunity (EEO) and other guidelines and laws, such as the Americans with Disabilities Act (ADA).
  • Maintains and updates human resources documents, such as organizational charts, employee handbooks and directories, Standard Operating Procedures (SOP), and various forms used throughout the agency.
  • Facilitates and participates in employee orientations, agency training, and the dissemination of organizational information.
  • Gathers and analyzes information and evaluate the results to choose the best solution and solve problems.
  • Effectively coordinate with outside agencies and vendors to facilitate various activities.
  • Provides information to supervisors, coworkers, and Command Staff by telephone, in writing, e-mail, or in person.
  • Participates in the development and implementation of General Orders, SOPs, and process improvement.
  • Attends recruiting events, such as career fairs, job expos, and school career days as needed.
  • Attends meetings, conferences, and workshops.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County, and local ordinances.
  • Performs other duties as assigned.

Environmental Conditions:

  • General office setting with most duties being performed while sitting at a desk, table, or workstation.
  • Must be able to attend various events at multiple locations, occasionally outside of normal business hours.
  • Must be able to work under stressful conditions.
  • Must be able to relocate to other county locations based upon operational needs.
  • Must be able to remain available to work when a public emergency or disaster occurs.

  • Microsoft Office suite (Word, Excel, PowerPoint, Teams, Outlook, etc.)
  • Federal, State, County, and local laws, and ordinances.
  • VSO Organizational structure and locations.
  • All activities related to learned area(s) of concentration.
