Position Summary

Performs highly responsible work in planning, organizing, directing and evaluating the Pueblo of Sandia’s Human Resources programs and services. Work involves the development of a broad program of human resource planning, reporting and service, in the areas of organizational development and training, employment services, benefit and compensation services, and employee relations and performance management. Performs related duties as required.

 Essential Duties and Responsibilities

  1. Plans, organizes and directs the Pueblo’s human resources program which includes such functions as employment services, benefit administration, training and development, classification and compensation and employee relations.
  2. Provides technical expertise, consultation, recommendations and/or solutions in the areas of Human Resources specialization.
  3. Formulates and directs the implementation of human resources policies, procedures, and processes consistent with tribal, federal and state regulations.
  4. Develops, implements and maintains job classifications, compensation plans and salary administration plans.
  5. Directs Pueblos’ workforce planning and recruitment methodologies to attract, retain and motivate a competent workforce.
  6. Assists in the recommendation, design, and the implementation and monitoring of a computerized reporting system to maintain consistency, measure program effectiveness and increase departmental efficiency related to the Pueblo-wide human resources function.
  7. Prepares, administers and monitors departmental budget.
  8. Prepares, evaluates Request for Proposals for various insurance contracts and negotiates most favorable rates for the Pueblo.
  9. Develops realistic goals and objectives for Human Resources to achieve by improving processes, workflows and strategies to provide efficient services. 
  10. Develops, interprets and recommends policies, procedures and course of action.
  11. Oversees grievance and complaint processes and appeals; serves as internal consultant to managers/supervisors regarding performance management issues.
  12. Monitors and reviews exit interview information and identifies trends and recommends course of action to reduce turnover.
  13. Evaluates a variety of data and information, prepares reports, makes presentations to Council, outside agencies, departments/entities as required.
  14. Oversees the maintenance of all HR records including benefit enrollment billings, reconciliations, worker’s compensation, COBRA, FMLA, pension plans, as well as all HR transactions to include selection, promotion, transfer, terminations, performance reviews, etc.
  15. Creates an environment of team member engagement and fosters a collaborative and inclusive work environment.
  16. Punctual and regular attendance is an essential responsibility for all team members and are expected to report to work based upon the assigned schedule each day in accordance with the Attendance Policy for Pueblo Sandia. 

 Additional Responsibilities

  1. Directs, manages, and provides oversight on all pertinent issues impacting one or more operational areas or major departments. Inspires and motivates team members, communicating effectively, delegating responsibilities, and leads by example.
  2. Prepares and recommends business plans and operational budgets in accordance with company standards. Possesses creativity to improve and streamline processes, seek future opportunities, and find creative solutions to challenges. 
  3. Demonstrates innovative thinking when establishing business plans.
  4. Holds reporting staff accountability for formulating and administering policies and programs in all reporting areas. 
  5. Creates an environment of team member engagement and mirrors the organization’s mission, vision, and values.
  6. Fosters a collaborative and inclusive work environment, encouraging teamwork and developing team members’ skills.  Ensures all day-to-day operations are managed efficiently to meet all business and financial objectives.  

 Key Performance Indicators

This position has Key Performance Indicators (KPI’s) identified as a measurement of success.  KPI’s will be shared to all team members who work in this job title and feedback will be provided regarding the successful completion of the KPI’s as part of the performance review process.

  8. Ability to develop, implement methods and procedures for improving and facilitating human resource processes.
  9. Ability to establish and maintain effective working relationships with Tribal Council, managers/directors, employees and general public from diverse ethnic and socio-economic backgrounds.
Qualifications

   Education and Experience

Required:

  1. Bachelor’s degree in Business Administration, Human Resources or related field of study
  2. Ten (10) years progressively responsible experience in one or more of the traditional HR functions in a large complex organization. 
  3. Five (5) Years Supervisory experience.

Preferred:

  1. MBA

Note: Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling fourteen (14) years, five (5) years of which must have been in the vice president or director level, may substitute for the required education and experience.

License/ Certification/Registrations

  1. Must possess and maintain a valid, unrestricted New Mexico Driver’s License.
  2. Must be able to successfully pass a stringent background investigation.
  3. Will require a pre-employment and random drug screening.

Skills Required

  • Bachelor's degree in Business Administration, Human Resources, or a related field
  • Ten years of progressively responsible experience in traditional HR functions within a large, complex organization
  • Five years of supervisory experience
  • MBA
