How You Will Make an Impact

The HR Compliance Manager is a key leader on the HR Leadership Team responsible for ensuring Atlas maintains compliance with all federal, state, and local employment laws, as well as company-specific HR policies. This role owns the design and governance of HR compliance programs, with a particular focus on Motor Vehicle Records (MVR) monitoring and random drug and alcohol testing programs.

In addition to policy oversight, this leader ensures the right mechanisms and controls are in place to remain compliant, prevent risk, and meet evolving customer Master Service Agreement (MSA) requirements. They will partner closely with HR, Safety, Legal, and Training teams to design, communicate, and reinforce compliance frameworks that protect the company, strengthen customer confidence, and support a culture of accountability and safety.

Responsibilities

Policy Ownership & Governance

  • Develop, maintain, and update all HR policies, ensuring compliance with applicable employment laws and alignment with business needs.
  • Serve as the central point of contact for policy interpretation and compliance guidance.
  • Establish mechanisms to monitor compliance, close gaps, and proactively prevent risk.

Compliance Programs

  • Own and administer the Motor Vehicle Records (MVR) monitoring program, ensuring driver eligibility and compliance with regulatory requirements.
  • Manage the random drug and alcohol testing program (DOT and non-DOT) in partnership with Safety and third-party administrators.
  • Oversee compliance with other mandated HR programs (e.g., background checks, I-9s, E-Verify, FMLA/leave administration).
  • Ensure compliance programs are continuously tracked against new customer MSAs to verify alignment, update programs where needed, and minimize risk to customers.
  • Lead audit readiness activities to ensure Atlas is prepared for DOT, FMCSA, OSHA, customer, and other external audits.

Training & Communication

  • Partner with the Training team to design and roll out compliance-related training for HR, managers, and employees (e.g., workplace conduct, policy updates, drug/alcohol compliance, driver requirements).
  • Develop clear communication strategies to keep leaders and employees informed about policy expectations and compliance responsibilities.

Risk Management & Reporting

  • Proactively identify compliance risks and implement mechanisms to prevent them.
  • Develop and track key compliance metrics (e.g., MVR monitoring, random testing, audit outcomes, MSA requirements).
  • Report trends, risks, and outcomes to the VP of HR and broader HR Leadership Team, ensuring leadership visibility into compliance health.

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or related field; Master’s degree or JD a plus.
  • 5+ years of HR compliance, employee relations, or policy management experience, preferably in a regulated industry (transportation, logistics, energy, or manufacturing).
  • Strong working knowledge of employment laws and regulatory requirements (FMLA, ADA, FLSA, Title VII, DOT/FMCSA).
  • Experience managing MVR and/or drug and alcohol testing programs strongly preferred.
  • Strong organizational, analytical, and problem-solving skills.
  • Excellent communication, facilitation, and training skills.
  • Proven ability to build strong cross-functional partnerships (HR, Legal, Safety, Training, Operations, and Commercial).
