About the Opportunity:

The Human Resources Analyst II supports the Employee and Labor Relations team by assisting with a wide range of employee and labor relations activities. Responsibilities include project management, interpreting contracts, tracking grievances and disciplinary cases, coordinating investigation related tasks, and ensuring consistent application of policies, standard operating procedures and collective bargaining agreements. The role also involves analyzing employee relations data, improving workflows, and partnering with departments to provide accurate information and guidance.

This position helps keep employee and labor relations processes organized, consistent, and running efficiently across the organization.

Ideal Knowledge, Skills, and Abilities (KSAs):

  • Knowledge of Human Resources Principles and Practices

  • Knowledge of employee relations, labor relations, workplace investigations, performance management, collective bargaining agreements, and applicable employment laws and regulations.

  • Data Analysis and Reporting

  • Research and Problem-Solving

  • Ability to conduct research, evaluate information from multiple sources, identify issues, and develop practical recommendations and solutions.

  • Project Coordination and Process Improvement

  • Ability to manage multiple projects and priorities simultaneously while developing and implementing process improvements, standard operating procedures, and workflow documentation.

  • Technical Proficiency

  • Proficiency with HR information systems (preferably Workday), Microsoft Excel, data visualization tools, SharePoint, and other business applications used for reporting and analysis.

  • Communication Skills

  • Strong written and verbal communication skills, including the ability to prepare reports, present information clearly, and explain technical or complex concepts to a variety of audiences.

  • Confidentiality and Professional Judgment

  • Ability to exercise sound judgment and maintain strict confidentiality while handling sensitive employee, labor relations, and investigation-related information.

  • Collaboration and Customer Service

  • Ability to build and maintain effective working relationships with HR staff, department leaders, labor representatives, County Counsel, and other stakeholders while providing responsive and professional service.

Minimum Qualifications

Education and Experience:

  • A bachelor's degree in Human Resources, Public Administration, Social Science, Business Administration, or related degree program from an accredited institution of higher education; AND Two (2) years of professional Human Resources experience related to the position (Employee and Labor Relations).

  • OR An associate degree in Human Resources, Public Administration, Social Science, Business Administration, or related degree program from an accredited institution of higher education; AND Four (4) years of professional Human Resources experience related to the position (Employee and Labor Relations).

  • OR High school diploma/GED AND six (6) years of professional level human resources experience related to the position (Employee and Labor Relations).
