DESCRIPTION OF DUTIES:

Talent Development and Organizational Effectiveness Lead (P4)

Join PAHO in shaping a high-performing, future-ready workforce across the Americas. This role leads the Organization’s talent development, learning, performance, engagement, and recognition agenda, helping to strengthen organizational effectiveness and foster a culture of continuous learning, inclusion, and excellence.

SUMMARY OF RESPONSIBILITIES

Under the general supervision of the Director of Administration (AM) and the direct supervision of the Director, Human Resources Management (HRM), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  • Lead the design, implementation, and continuous improvement of PAHO’s talent development, learning, and workforce capability strategies, ensuring alignment with organizational priorities and future workforce needs.

  • Drive leadership development, career pathways, succession planning, and skills-based workforce initiatives, including skills mapping and integration into HR systems.

  • Oversee the performance management framework, provide advisory support to managers, and analyze organizational performance trends to recommend improvement actions.

  • Design and implement employee engagement, inclusion, and organizational culture initiatives that strengthen collaboration, morale, and high performance.

  • Lead reporting, analytics, and research activities related to learning, engagement, workforce capabilities, and performance, translating data into actionable insights for senior leadership.

  • Manage and develop assigned staff, oversee learning platforms and HR systems, and promote innovation, operational excellence, and recognition programs across the Organization.

EDUCATION

Essential: A bachelor’s degree and a master’s degree in human resources development, organization psychology, education, business or public administration or a related field from a recognized university.

EXPERIENCE

Essential: Nine years combined national and international professional experience in a senior HR leadership role with proven experience in HR strategy development and execution regarding career and capabilities development, performance management, engagement, organizational culture, and corporate learning programs.

Desirable: Experience developing or leading organizational transitions into skills-based talent management.

LANGUAGES

Fluency in English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

IT SKILLS

Proficiency in enterprise HR platforms, such as Workday, Oracle, Sap. Advanced use of Microsoft Excel (pivot tables, dashboards), Power BI, Tableau, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word. Proficiency in Workday and AI tools, including CoPilot, is an asset.

  • Proven ability to build strategic partnerships and collaborate effectively with a wide range of stakeholders.

  • Demonstrated people management skills, including team leadership, performance monitoring, staff development, and coaching.

DURATION OF CONTRACT

One year. Post of limited duration. First year probationary period.
