Who We Serve

North Bay Regional Center (NBRC) provides advocacy, services, support, and care coordination to children and adults diagnosed with intellectual and developmental disabilities and their families in Napa, Sonoma and Solano counties. We partner with community-based organizations and agencies to empower our clients to thrive and live as independently as possible within the geographically, culturally, and ethnically diverse communities we serve.

North Bay Regional Center is a nonprofit private corporation that contracts with the Department of Developmental Services to coordinate services and support for individuals with developmental disabilities. North Bay Regional Center serves over 13,000 people living within the geographic boundaries of Napa, Sonoma and Solano counties.

Note: Bilingual Spanish/English skills are preferred.

DEFINITION:

Under the supervision of the Director of Administrative Services the Human Resources (HR) Associate performs a variety of basic administrative tasks in the Human Resources and Payroll Department on behalf of the Regional Center.

NATURE OF WORK:

This position is expected to operate at a basic level of Human Resources and Payroll and will provide administrative support to the HR/Payroll Department, maintain files in compliance with HR/Payroll documentation and record retention policies, ensure a productive and diverse work environment, and support the HR/Payroll Department in developing, implementing, and monitoring HR/Payroll practices, policies, and procedures in support of NBRC’s mission.

DUTIES AND RESPONSIBILITIES

The individual in this role will focus on administrative tasks within the HR/Payroll Department, including:

· Act as a first point of contact, providing a positive experience for NBRC staff members and community.

· Provide general administration and communication support to the HR/Payroll Department.

· Maintain files in compliance with HR/Payroll documentation and record retention policies.

· Provide support for new employee hiring and orientation processes.

· Provide general administrative support for NBRC’s recruitment efforts.

· Assist with benefits administration.

· Liaise with leadership, third parties, and other NBRC Departments (i.e., Accounting, IT) to support HR/Payroll-related solutions/initiatives.

· Forward any escalated complaints including, but not limited to, harassment, discrimination, wrongful termination, or grievance to the Director of Administrative Services.

· Maintain confidentiality of all sensitive records, information, and communication.

· Other duties as assigned.

Requirements

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

· A High School degree or GED.

· At least 2 years working in a Human Resources and/or Payroll Department is strongly preferred.

KNOWLEDGE OF:

· Confidential administrative experience in a union environment is strongly preferred.

· Basic knowledge of federal and state employment and payroll law is strongly preferred.

· Familiarity with California and Federal leave of absence laws, i.e., California Family Rights Act, Family Medical Leave Act, Paid Family Leave, Pregnancy Disability Leave, Families First Coronavirus Relief Act, Emergency Family Medical Leave, Emergency Paid Sick Leave, etc.

· HR and Payroll policies and procedures related to NBRC is preferred.

· Modern office practices and procedures including standard business correspondence, proper spelling, grammar, and punctuation.

· Basic business data processing principles and the use of computers and software.

· Basic accounting, business, personnel, and computer systems/programs.

SPECIAL REQUIREMENTS

· Access to reliable transportation, during and after working hours. If using own automobile, provide minimum automobile liability insurance as required by California Law.

· General knowledge of California-specific human resources and payroll practices and policies.

· Flexibility in work hours.

· This position will be based in the office four days/week, however, hybrid work once per week may also be available.

· With advance notice, this position may require occasional travel within Sonoma, Napa and Solano Counties and may work outside of normal business hours.

A note regarding NBRC’s expectations regarding remote, hybrid, and home-based work…

All employment at NBRC requires face-to-face, in-person interactions with NBRC clients, family members, community, and co-workers. Candidates for employment must live within commute distance to their preferred NBRC office, as well as the geographical location of their assigned clients. While 100% remote work is not available to NBRC employees, a hybrid work arrangement with a blend of in-office and home-based work may be available for new employees after successfully demonstrating achievement of performance expectations following at least 3 months of in-office work.
