Key Responsibilities:
Manage implementation of the Puma HSSE MS program and initiatives in conformance with Puma’s HSEMS and Policy requirements
Work with department managers to ensure conformance with procedures, related training and competency assessment instruments and ensure records/evidences are appropriately filed for reference and audit purposes.
Lead and support HSSE incident investigations as assigned ensuring root causes are identified and comprehensive action plans are devised in liaison with area owners
Critical Risk Management - Verify critical risk & ensure appropriate control measures are in place through regular inspection and verification exercises
Develop continuous Improvement programs for safety based on trends and assist/ lead in the site roll out of HSE programs from various layers of the organization.
Prepare HSE performance information to share at site’s month performance Review meetings (Monthly management meetings) with recommendations/ focus areas based on information. Support Hazard, Near miss and incident reporting into sphera, Closely follow up on closure of action items and incident investigations.
Support the implementation of the refinery Emergency Response Plan including firefighting, emergency evacuation and oil spill.
Preparation of purchase orders, work orders and other related documents as may be required. Work with HSEC Training specialist in developing and implementing HSE Trainings, Conduct tool boxes and awareness sessions as required.
Supervise the HSE team based at Napa Napa
Review High risk activity risk assessments (MOC, JSA, Risk Registers etc as and when required)
Conduct HSEC inspection/audits, analyze accident/incident reports, identify issues/challenges, establish goals and action plans
Review/ Establish action plans for each identified HSE risk in liaison with area owners. Track action plans to completion working closely with area owners.
Effective implementation, monitoring and reporting on the company’s HSSE Policies and Procedures including applicable legislative and regulatory requirements.
Provide current up-to-date HSSE Advise and support to line Managers and Supervisors including Contractors
Monitor Napa Napa Contractor HSSE System to ensure conformity with company’s HSSE Policies.
Assistance in developing and implementing relevant HSSE programs.
Comply with company requirements and systems relating to HSEMS, HSEC & Quality and other company policies.
And other tasks and activities as directed by the HSSE Manager.

HSE Responsibilities – General Employee
As part of each employee’s legal and moral responsibility to Puma Energy PNG, you are to support management by:
Cooperating with the Company to enable compliance with any duty imposed upon them by law.
Using properly and effectively equipment designed to safeguard his / her well being
Being aware of factors or situations that may impact upon the quality of the product and service and the environment.
Following implicitly the Company’s Health, Safety & Environment Policy / Procedures / Work Instructions as communicated in writing or as instructions received orally
Comply with the Company’s procedures and the relevant legislation regarding the Injury Management process.
To formally report to their Manager any concern or incident / injury / non-conformance in any aspect of their work and complete the Puma Energy PNG Incident / Non Conformance Report form.
To formally report to their Manager or supervisor any hazard, practice or condition that will affect safety or production or the community.
All forms are completed as outlined in the procedures
Any discrepancies of goods / services received are to be addressed through the Non Conformance procedures
All products are to be verified at appropriate stages as outlined in procedures and a record maintained.
- Internal – HSEC Team, Napa Napa Management Team, Procurement Team, All Operational supervisors and Field Staff, HR team, Refinery contractors.
- External – Contractors, suppliers external HSSE contacts
