Lead Environmental, Health, and Safety Excellence Across Operations
At Hempel, we are seeking a strategic and hands-on HSE & Environmental Sustainability Manager to drive regulatory compliance, operational safety, and sustainability initiatives across our U.S. operations. This role is pivotal in ensuring our manufacturing and product stewardship practices meet stringent environmental and safety standards — from federal EPA requirements to varying state regulations.
What you need to be successful in this role:
Regulatory Compliance & Operational Oversight
Oversee and ensure compliance with federal, state, and local environmental permits, including air, water, and waste permits, across chemical manufacturing operations.
Manage compliance with operational permits necessary for production and site functionality — including reporting requirements, inspections, and agency interaction.
Serve as the primary point of contact for regulatory agencies (e.g., EPA, state environmental departments) related to permits, inspections, and reporting.
Lead TRI (Toxic Release Inventory) reporting, SPCC plans, stormwater permits, and other key environmental documentation and compliance efforts.
Partner with local site teams to ensure day-to-day operations align with applicable HSE regulations, including RCRA, CAA, CWA, and TSCA.
Product Stewardship & Regulatory Guidance
Collaborate with the Regulatory Affairs team to ensure Hempel’s products comply with regulations across different U.S. states and territories.
Provide guidance to Regulatory Affairs Specialists on complex or evolving environmental and product compliance topics.
Monitor and interpret changes in product-related environmental legislation and assess the impact on operations and product offerings.
Ensure robust systems are in place to track and maintain compliance with customer-specific HSE and regulatory requirements.
Environmental Sustainability
Align regional efforts with Hempel’s global sustainability strategy, focusing on reducing environmental impact in operations and product use.
Track and report environmental sustainability metrics and recommend initiatives to improve environmental performance.
Leadership, Auditing & Continuous Improvement
Serve as a Lead Auditor for internal and external audits related to environmental and HSE systems (e.g., ISO 14001, ISO 9001).
Drive continuous improvement by identifying opportunities to optimize compliance programs and reduce environmental risks.
Build strong cross-functional relationships across departments and lead HSE alignment across multiple locations and teams.
Data, Reporting & Budget Management
Lead structured, consistent collection and analysis of Q&HSE KPIs across all U.S. locations.
Prepare accurate and timely regulatory and internal reports to support leadership decisions and external compliance.
Manage the department’s annual budget and forecasting, ensuring effective resource allocation.
Safety Leadership & Culture
Champion a strong safety culture across multiple locations by leading safety programs, initiatives, and trainings.
Design and deliver safety training programs tailored to local operational risks and regulatory obligations.
Lead investigations of incidents and near-misses, and implement corrective actions to drive continuous improvement.
Support site teams in building proactive safety engagement, reporting culture, and compliance with OSHA standards.
Qualifications
Onsite role – based in Conroe, TX, with regular presence required.
Bachelor's degree in engineering, environmental science, or a related technical field.
10+ years of HSE experience in the chemical or manufacturing industry with proven knowledge of environmental compliance and safety leadership.
5+ years in a leadership or strategic HSE role, preferably with multi-site oversight responsibilities.
Strong understanding of federal and state environmental regulations, including EPA, OSHA, and relevant state agencies.
Experience managing air/water/waste permits, TRI reporting, and liaising directly with regulatory agencies.
Proven experience guiding regulatory/product stewardship specialists and navigating state-specific product regulations.
Proficient in Microsoft Office, Excel, ERP systems, and Chemmate (or similar compliance tools).
Excellent interpersonal and leadership skills, with the ability to influence and engage stakeholders at all levels.
