Scope
The HSE Specialist II will provide hands-on safety support and oversight for construction activities on the DAC project. This field-based position requires regular interaction with crews and supervision, monitoring of active construction activities, and enforcement of site safety requirements.
The HSE Specialist II will work closely with project management, construction supervision, employees, contractors, and subcontractors to promote safe work practices, maintain compliance with OSHA and project requirements, and help prevent incidents. The role will also conduct new-hire safety orientations covering site expectations, PPE requirements, emergency procedures, reporting requirements, and other project-specific requirements.
Primary Responsibilities
  • Maintain a consistent field presence and monitor active construction activities, equipment, and changing site conditions.
  • Conduct routine safety inspections, safety observations, and hazard assessments.
  • Identify unsafe conditions or behaviors and coordinate with supervision to correct them promptly.
  • Support and participate in JSAs/JHAs, pre-task planning, toolbox talks, and safety meetings.
  • Conduct safety orientations for new employees, including site rules, PPE, emergency procedures, and reporting requirements.
  • Inspect toolboxes for craft employees beginning work that day to verify they have the required tools and equipment for their specific craft.
  • Monitor compliance with OSHA regulations, company policies, client requirements, and project-specific safety procedures.
  • Assist with incident, near-miss, and safety-observation reporting and investigations.
  • Track corrective actions and follow up to ensure identified safety concerns are properly addressed.
  • Assist with project HSE plans, emergency procedures, inspections, and safety documentation.
  • Exercise stop-work authority when an immediate or serious safety hazard is identified.
  • Perform additional safety-related duties based on project requirements.
Qualifications and Experience
  • Five or more years of safety or HSE experience preferred, ideally within construction, industrial, oil and gas, energy, or a similar environment.
  • Experience working in an active construction or industrial field environment strongly preferred.
  • Working knowledge of OSHA 1910 and OSHA 1926 requirements.
  • Experience conducting jobsite inspections, hazard assessments, JSAs/JHAs, safety observations, and incident investigations.
  • Experience conducting employee safety orientations preferred.
  • Knowledge of common construction hazards, including fall protection, lifting and rigging, heavy equipment, electrical safety, excavation, scaffolding, confined-space entry, hot work, and lockout/tagout.
  • Strong communication skills and the ability to work effectively with field crews and management.
  • Ability to recognize hazards, make sound decisions, and address safety concerns with minimal supervision.
  • OSHA 30 and First Aid/CPR certifications preferred.
  • CHST, ASP, CSP, or a similar safety certification is a plus.
  • Degree in Safety, Construction Management, Engineering, or a related field preferred; relevant field experience may be considered in lieu of a degree.
Physical and Work Requirements
  • Ability to work the required 13/1 schedule with 12-hour shifts.
  • Ability to lift and carry up to 50 pounds as required.
  • Ability and willingness to work at heights of up to 300 feet, including climbing stairs, ladders, platforms, and other elevated work areas.
  • Ability to work in varying weather conditions, including heat, cold, wind, dust, and other typical construction-site conditions.
  • Ability to wear all required PPE, including a hard hat, safety glasses, gloves, safety-toe boots, hearing protection, and FR clothing when required.
