Job Purpose
HanmiGlobal is seeking a highly qualified HSE Manager to join our program management and PMCM team in Saudi Arabia. In this role, you will drive the program-wide health, safety, and environmental (HSE) management framework and compliance strategies for a mega multi-work package land and infrastructure development program in Riyadh, delivered on behalf of a major government entity.
You will be providing program-level leadership, governance, coordination, and strategic HSE oversight for all safety, welfare, environmental, and sustainability compliance activities across the program, ensuring that HSE risks are effectively managed and fully integrated into all packages to facilitate informed decision-making for PMCM Management and the Client, while supporting the successful delivery of the overall development program.

Key Responsibilities
- Establish and maintain the Program HSE Management System, procedures, standards, policies, governance requirements, and reporting processes.
- Promote a proactive safety culture and ensure consistent application of HSE requirements across all program packages in alignment with program delivery objectives.
- Review and validate HSE Management Plans submitted by Lead Developers and delivery teams.
- Monitor compliance with contractual HSE requirements, applicable legislation, standards, permits, and regulatory requirements.
- Conduct HSE compliance assessments, assurance reviews, and verify the implementation and effectiveness of HSE management systems across the program.
- Monitor health, safety, and environmental performance across all development packages, reviewing safety statistics, leading/lagging indicators, and performance metrics.
- Support the implementation of safe systems of work, risk control measures, emergency preparedness, and occupational health and workforce wellbeing initiatives.
- Review environmental management plans, mitigation measures, monitoring programs, and environmental reporting to ensure sustainability commitments are achieved.
- Monitor the reporting and management of incidents, near misses, unsafe conditions, and environmental events, while reviewing significant incident investigations and root cause analyses.
- Develop and implement the program HSE audit and inspection framework, leading compliance audits and monitoring the closure of corrective actions.
- Lead HSE review meetings, workshops, and safety leadership initiatives while coordinating with PMCM package teams, contractors, consultants, and authorities regarding HSE performance.
- Prepare HSE reports, dashboards, management summaries, and executive presentations for PMCM Management and the Client.
- Coordinate with the Risk Manager regarding HSE-related risks and mitigation measures to improve program-wide HSE maturity and performance.
Requirements
Qualifications & Experience
- Bachelor's Degree in Engineering, Environmental Science, Occupational Health and Safety, Construction Management, or a related discipline.
- Membership of a recognized Chartered Professional Institution relevant to the discipline or approved equivalent.
- Minimum fifteen (15) years of professional experience in HSE management, infrastructure delivery, construction, utilities, urban development, or major capital projects.
- Experience within PMCM, PMC, EPCM, consultancy, developer, contractor, or client-side organizations, preferably on large-scale infrastructure and land development projects in Saudi Arabia or the GCC region.

Skills Required
