QHSSE Leadership, Risk Management & Compliance

  • Provide strong leadership and hands-on direction on all QHSSE aspects, promoting a robust safety culture across the entire Project team, from Alcazar Energy representatives to contractors and subcontractors.

  • Closely oversee the contractors’ development, implementation and continuous improvement of the Project-specific QHSSE Management System.

  • Lead hazard identification and risk assessment processes, ensuring effective mitigation and control measures are implemented.

  • Provide direct oversight of high-risk activities, including but not limited to transportation of abnormal loads, traffic safety, lifting operations, work at height, electrical works, confined spaces, turbine erection, etc

  • Monitor QHSE performance through regular site inspections, audits against the requirements of the MS, and proactive engagement. Identify non-compliances, non-conformities, and improvement opportunities, supervise the implementation of corrective actions, and ensure timely closure of findings.

  • Conduct investigations of incidents and accidents when required, ensuring proper root cause analysis and implementation of corrective and preventive measures.

  • Review and ensure the adequate implementation of contractors’ method statements, risk assessments, and safe systems of work, verifying alignment with contractual obligations, applicable international standards of good practice, and regulatory requirements.

  • Oversee environmental management and regulatory compliance, including hazardous materials handling, waste management, pollution prevention, and adherence to lender Environmental & Social (E&S) requirements.

  • Ensure effective emergency preparedness and response coordination, emergency response organisation, including fire and life safety compliance, emergency drills, and readiness verification.

  • Monitor occupational health aspects, including ergonomics and industrial hygiene, safeguarding workforce wellbeing.

  • Operate in full compliance with internal policies and procedures and applicable laws and regulations, including but not limited to the Code of Conduct, E&S Policies, and HR Policies.

  • Drive continuous improvement initiatives and embed the best international practices in QHSSE management across all project phases.

Stakeholder Coordination & Contractor Oversight

  • Build and maintain positive, proactive relationships with contractors and subcontractors, clearly communicating Alcazar Energy’s strong commitment to occupational health & safety, environmental protection, respect for labour and human rights, and sound governance principles. Foster transparency and a no-retaliation reporting culture.

  • Coordinate closely with the Turbine Supplier, BoP Contractor, OEM Contractor, and other service providers to ensure consistent implementation of QHSE systems and compliance with applicable standards.

  • Support the Delivery & Operations (D&O) Team at both project and corporate levels to oversee contractors’ practices and performance.

  • Support the E&S team (E&S) aspects on the implementation of Alcazar Energy’s Social Development & Investment Program and Corporate Social Investment (CSI) strategy, as applicable to the project.

  • Support with any visits to the Project such as lenders, their advisor or external parties.

Reporting, Training & Continuous Improvement

  • Monitor and coordinate monthly QHSSE statistics reviews with contractors and conduct preliminary screening of monthly HSE inspection reports.

  • Ensure all QHSSE reporting requirements (internal, external, and regulatory) are met in full and in a timely manner, including Environmental & Social (E&S) reporting to lenders and investors

  • Plan, manage, coordinate, and evaluate QHSSE training sessions and awareness programs to promote knowledge, compliance, and continuous improvement across project teams and the wider organisation.

  • Promote awareness of health, safety, environmental, and social responsibilities within the organisation by actively involving employees and contracted workforce and informing and educating on QHSSE performance.

  • Coordinate with external stakeholders in arranging social and cultural initiatives that strengthen Alcazar Energy’s corporate image and reinforce its commitment to sustainable development and responsible operations.

Preferred Qualifications:

  • Bachelor’s Degree in Engineering (Electrical, Mechanical, Safety, Environmental or related field).

  • NEBOSH and/or IOSH certifications.

Preferred Experience:

  • Minimum of 8 years’ experience for HSE Engineer or 12 years of experience for HSE Manager in a similar role

  • Previous experience with a Developer or a Technical Consultancy

  • Practical experience in onshore wind and solar PV utility scale infrastructure assets

  • Extensive experience working with IFC Performance Standards on Environmental & Social Sustainability, EBRD Environmental & Social Requirements, World Bank HSE Guidelines and E&S frameworks of other reference development financial institutions and/or multilateral banks

  • Previous experience in a company with a strong QHSE culture and/or in internationally financed projects (that required meeting IFC Performance Standards on Environmental & Social Sustainability and/or EBRD Environmental & Social Requirements)

Previous experience in MENA, Northern Africa, Turkey, Eastern Europe or Central Asia regions is preferred.
