The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. The Fire Department, City of New York (FDNY), seeks a full-time HR Talent Specialist in the Bureau of Human Resources. Reporting directly to the Deputy Director and working closely with the Chief HR Officer and AC of Human Resources, the responsibilities include:
-Work with and provide guidance to hiring managers to create and modify job descriptions in accordance with DCAS TitleSpecifications.-Conduct job analysis for all vacancies prior to posting and/or PAR preparation.-Create job postings, assessing job descriptions, preferred skills and abilities requested.-Prepare Personnel Action Requests (PAR) for all EMS, Uniform, and civilian vacancies including blanket PARs for civil service listcalls.-Vet candidate resumes as needed to fill various positions.-Maintain HR Access and Oracle databases as needed.-Prepare HR reports for review by Budget Services and executive staff.-Prepare correspondence, such as, conditional offers of employment, internal approval memos and employee notifications forchanges to title level and/or salary.-Assist with status updates, communicating effectively, professionally and respectfully with internal Bureaus.

Qualifications

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or
A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.
An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.
A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.

Skills Required

  • Must be permanently serving in the civil service Staff Analyst title or appear on the civil service list for Exam #3116.

  • Bachelor's degree and two years of satisfactory full-time professional experience in personnel administration, recruitment, position classification, labor relations, management analysis, public administration, or a related area.
  • Associate degree or 60 semester credits and four years of satisfactory full-time professional experience in an approved related area.
  • High school diploma or approved equivalent and six years of satisfactory full-time professional experience in an approved related area.
  • Equivalent combination of education and professional experience may substitute for the listed education and experience pathways.
  • High school diploma is required for all candidates.
