RESPONSIBILITIES
- Provides HR support services to NSWCPD's Workforce Development Branch
- Supports workforce development experience and analysis, delivering comprehensive instructional training and identifying forward lines of career movement and growth
- Supports the design, development, and delivery of training curriculums, programs, and classes not based on Commercial Off The Shelf requirements
- Monitors mandatory training requirements and reports on delinquent status
- Supports the Academic Program Manager and NSWCPD's Mentoring Program
- Provides support for strategic planning, workforce shaping, and data gathering
- Conducts annual organizational workforce development needs assessments using Individual Development Plans, Business Plan inputs, and environmental trends
- Assists with facilitating and delivering onboarding materials and provides document control for onboarding processes
- Reviews, analyzes, and evaluates training courses for overall quality and effectiveness
- Assesses classroom, web, broadcast, and on-the-job training methods
- Recommends adopting, modifying, or discontinuing instructional methods and technologies
- Updates training records and reviews training invoices
- Develops and updates course curriculum, facilitation guides, student guides, and presentations
- Designs training courses for audio/visual delivery in compliance with Section 508 of the Rehabilitation Act
- Assists with recruitment of new personnel, career fair registrations, and student and candidate tracking
- Assists with communications between the Command and universities on the recruitment schedule
- Supports recruitment program packages, event setup and breakdown, and recruitment materials
- Performs data entry of Request for Personnel Actions (RPAs) in DCPDS and updates the CRTS database
BACKGROUND/REQUIRED EXPERIENCE
- Five (5) years of experience providing Human Resources services related to workforce development and/or recruiting
- Working knowledge and proficiency of Microsoft Office Suite programs
- Demonstrable experience examining human resources laws, policies, rules, and procedures
- Possess knowledge of Government regulations, policies, and practices under Title 5, United States Code, and other statutes and legal Authorities for Federal Human Resources.
EDUCATION
- High School Diploma or GED required; undergraduate degree preferred

CLEARANCE
- Must be able to pass a Tier III background investigation to obtain a moderate risk public trust

Skills Required
- Five years of HR experience in workforce development and/or recruiting
- Working knowledge and proficiency of Microsoft Office Suite
- Experience examining human resources laws, policies, rules, and procedures
- Knowledge of Government regulations and practices under Title 5, United States Code
- High School Diploma or GED
- Undergraduate degree
- U.S. citizenship (must be a US Citizen)
