Job Description
We are seeking a highly skilled and proactive HR Specialist/Manager to join our team in Houston, TX. This role will focus on aligning HR practices with global and regional strategies, ensuring compliance with labor laws, and fostering a strong and engaged workforce. You will be responsible for a wide range of HR functions, including recruitment, onboarding, performance management, and employee engagement, while maintaining accurate records and supporting payroll and reporting processes.
Key Responsibilities:

  • Implement and enhance HR practices in line with global and regional HR strategies.
  • Ensure policies, procedures, and the Employee Handbook are updated to reflect local labor laws and conditions.
  • Oversee timesheet management to ensure timely submission, approval, accuracy, and proper filing.
  • Manage full-cycle recruitment processes, including job ads, talent sourcing, screenings, interviews, and offers, ensuring hiring targets and deadlines are met.
  • Lead onboarding and offboarding processes, performance management, and employee engagement initiatives.
  • Support the preparation of annual HR budgets and oversee labor cost measures.
  • Gather monthly payroll data and ensure a seamless payroll process.
  • Prepare timely HR reports (local, regional, and global) and manage legal matters related to disciplinary actions, dismissals, and other employment issues in collaboration with legal counsel.
  • Promote employer branding and implement creative strategies to attract and retain top talent in the construction machinery industry.
  • Maintain accurate and up-to-date employee files and records.
  • Support core HR processes such as recognition and rewards, training and development, and performance management, fostering a positive and inclusive workplace culture.


Qualifications:

  • Bachelor’s degree in Human Resources, Business Administration, Industrial Engineering, or Social Sciences.
  • Minimum of 3 years of HR experience with strong knowledge of local labor laws.
  • Advanced fluency in English is essential.
  • Proficient in payroll processes and preparation.
  • Solid expertise in recruitment, performance management, talent management, and employer branding.
  • Proven ability to develop and implement innovative HR practices.
  • Excellent skills in Microsoft Office Suite, particularly Excel.
  • Strong organizational, planning, and problem-solving skills with a “can-do” attitude.
  • Positive outlook with a natural inclination for continuous improvement and identifying opportunities.
