Position Summary

The HR Specialist – Classification will provide senior-level Federal position classification support to the Federal Highway Administration’s Office of Human Resources. This role is responsible for classifying positions ranging from entry through senior levels across a variety of occupational groups, including engineers, scientists, specialists, and administrative positions.

The specialist will independently perform complex Federal classification work, review and develop position descriptions, conduct job analyses and desk audits, evaluate positions against applicable classification standards, nd provide technical guidance to HR specialists, supervisors, and management. The position requires deep expertise in Federal position classification and the ability to produce accurate, well-supported classification determinations that withstand audit and administrative review.

Essential Functions and Responsibilities

  • Classify Federal positions from entry through senior levels, including engineering, scientific, specialist, and administrative occupations.
  • Review existing position descriptions and update or revise them as needed.
  • Draft and develop new position descriptions in collaboration with managers, supervisors, HR specialists, and subject matter experts.
  • Conduct comprehensive job analyses to accurately identify major duties, responsibilities, knowledge requirements, organizational relationships, and supervisory controls.
  • Evaluate positions against applicable Federal classification standards, including General Schedule and Federal Wage System standards, as appropriate.
  • Apply factor-level evaluation methodology, including analysis of knowledge required, supervisory controls, guidelines, complexity, scope and effect, and personal contacts.
  • Determine the appropriate pay plan, occupational series, official title, grade, or pay band based on classification standards and organizational requirements.
  • Conduct desk audits and interviews with incumbents and supervisors to resolve discrepancies between assigned duties and actual work performed.
  • Prepare detailed evaluation statements and supporting documentation that clearly justify classification determinations and can withstand audit or administrative appeal.
  • Provide technical guidance to HR specialists and supervisors on Federal classification requirements, position description development, specialized experience, and related classification matters.
  • Assist HR Specialists with job analysis and the selection or development of appropriate staffing assessment questions.
  • Review vacancy announcements for classification accuracy, legal sufficiency, and consistency with approved position descriptions.
  • Support organizational restructures and advise leadership regarding classification impacts, position hierarchy, supervisory relationships, mixed-series positions, erosion of duties, and accretion-of-duties considerations.
  • Maintain accurate classification records and support version control and periodic review of active position descriptions.
  • Ensure classification actions comply with applicable Federal laws, regulations, OPM standards, agency procedures, and internal controls.
  • Safeguard Personally Identifiable Information and sensitive personnel information in accordance with Privacy Act and contract requirements.
