Job Description

U.S. Bank is seeking an experienced HR Operations Compliance Consultant to support and strengthen our onboarding compliance programs. This role serves as a subject matter expert responsible for governance, controls, audit readiness, and regulatory compliance activities across onboarding operations. The successful candidate will partner closely with HR Operations, Compliance, Legal, Risk, Audit, and Talent Acquisition teams to ensure compliance requirements are met while delivering an efficient and scalable onboarding experience.

This position combines strategic program ownership with hands-on operational execution. The ideal candidate brings expertise in compliance, audit, controls, or risk management and thrives in an environment focused on continuous improvement, operational excellence, and regulatory accountability. Key responsibilities include managing complex compliance cases, supporting audit and remediation activities, identifying process improvement opportunities, and providing guidance on onboarding compliance requirements.

Key Responsibilities

Compliance Program Ownership

  • Maintain ownership of designated onboarding compliance programs.
  • Establish and maintain program standards, controls, procedures, and governance.
  • Ensure compliance with applicable regulatory requirements and internal policies.
  • Develop sustainable mechanisms for ongoing oversight and monitoring.
  • Serve as primary subject matter expert for assigned programs.

Operational Execution & Case Management

  • Execute complex onboarding compliance cases requiring specialized expertise.
  • Manage escalations and exception processing.
  • Support compliance requirements associated with onboarding populations.
  • Monitor work queues and service levels to ensure timely completion of compliance activities.

Audit, Risk, and Control Management

  • Act as primary HR Operations liaison to CAS, BLQA, CQA, Compliance, and internal audit functions.
  • Coordinate responses to audit activities, findings, testing, and remediation plans.
  • Perform risk assessments and identify control gaps.
  • Implement corrective actions and sustainable control enhancements.
  • Maintain audit-ready documentation and evidence repositories.

Process Improvement & Strategic Projects

  • Lead continuous improvement efforts for onboarding compliance processes.
  • Identify automation opportunities and reduce manual effort where feasible.
  • Lead remediation projects resulting from audits, regulatory changes, and operational findings.
  • Drive initiatives related to regulatory compliance programs and onboarding process scalability.
  • Develop recommendations to reduce operational risk and improve efficiency.

Stakeholder Partnership & Consultation

  • Consult with HR Operations leadership, Compliance, Legal, Risk, Audit, Talent Acquisition, and business partners.
  • Provide training, guidance, and subject matter expertise on onboarding compliance requirements.
  • Influence stakeholders on process design, compliance requirements, and risk mitigation strategies.

Required Qualifications

Education

  • Bachelor's degree in Human Resources, Business Administration, Risk Management, Compliance, Finance, or related field; or equivalent combination of education and experience.

Experience

  • 5+ years of HR Operations, onboarding, compliance, risk, audit, operations management, or related experience.
  • Experience managing highly regulated operational processes.
  • Experience supporting enterprise compliance programs and regulatory requirements.
  • Experience partnering with risk, compliance, audit, or legal functions.

Technical Knowledge

  • HRIS, onboarding, and case management systems.
  • Process documentation and control design.
  • Data analysis and reporting tools.
  • Microsoft Office Suite, including Excel and PowerPoint.

Regulatory / Compliance Knowledge

Experience with one or more of the following:

  • I-9 employment eligibility verification
  • E-Verify
  • NMLS requirements
  • FINRA-related onboarding requirements
  • Governance and control frameworks
  • Internal audit and remediation processes
  • Regulatory compliance and operational risk management

Preferred Qualifications

  • 7+ years of HR Operations or Compliance experience.
  • Experience leading enterprise-scale compliance initiatives.
  • Experience implementing audit remediation programs.
  • Experience supporting large-scale hiring growth and operational scaling efforts.
  • PHR, SPHR, SHRM-CP, or SHRM-SCP
  • CRCM or compliance-related certification
  • Lean Six Sigma certification
  • Financial services industry experience.
  • Knowledge of banking regulatory environments.
  • Knowledge of workforce compliance and employment eligibility regulations.

The role offers a hybrid schedule, which means there's an in-office expectation of 3 or more days per week and the flexibility to work outside the office location for the other days.

The salary range reflects figures based on the primary location, which is listed first. The actual range for the role may differ based on the location of the role. In addition to salary, U.S. Bank offers a comprehensive benefits package, including incentive and recognition programs, equity stock purchase 401(k) contribution and pension (all benefits are subject to eligibility requirements). Pay Range: $71,400.00 - $84,000.00
